This is a study of the European refugee problem during the interwar period of 1919-1939, together with the response of the international community to this problem. After a general introduction dealing with the forces that gave rise to refugee movements, such as the formation of new nation-states and the breaking up of the empires, the author discusses specific topics actually linked with the refugee problems in Interwar Europe. This includes refugee movements in the Balkans and Turkey; refugees in Russia, Italy, Spain and the Third Reich. This is followed by an examination of the response of the League of Nations to this problem. Settlements, and the importance of Nansen as High Commissioner, are described. The stages by which the refugee problem in Europe expanded to become an international problem, and how it called for some form of legal protection are traced, culminating in the involvement of the ILO and what legal steps were actually taken. The final section of the study is on non-governmental organizations such as the Red Cross, the Near East Relief, Jewish Organization, and the work of private organizations. In conclusion, the author discusses the refugee problem “vis-à-vis” the political interests of powerful nations, and considers the extent to which aid to refugees came to be governed by political rather than humanitarian considerations. At the end are tables giving the statistics of refugees from some countries, and budgets of assistance programmes. There is a selected bibliography.

Refugees in Europe, 1919-1959 offers a new history of Europe's mid-20th century as seen through its recurrent refugee crises. By bringing together in one volume recent research on a range of different contexts of groups of refugees and refugee policy, it sheds light on the common assumptions that underpinned the history of refugees throughout the period under review. The essays foreground the period between the end of the First World War, which inaugurated a series of new international structures to deal with displaced populations, and the late 1950s, when Europe's home-grown refugee problems had supposedly been 'solved' and attention shifted from the identification of an exclusively European refugee problem to a global one. Borrowing from E. H. Carr's The Twenty Years' Crisis, first published in 1939, the editors of this volume test the idea that the two post-war eras could be represented as a single crisis of a European-dominated international order of nation states in the face of successive refugee crises which were both the direct consequence of that system and a challenge to it. Each of the chapters reflects on the utility and limitations of this notion of a 'forty years' crisis' for understanding the development of specific national and international responses to refugees in the mid-20th century. Contributors to the volume also provide alternative readings of the history of an international refugee regime, in which the non-European and colonial world are assigned a central role in the narrative.

This study presents an examination of the historical background and contemporary significance of the asylum and refugee issue confronting Western governments that draws lessons for future policy-making. This is the first study of the asylum-refugee problems to examine not only the history of policies of receiving nations in the West but also some of the underlying causes of refugee movements. Past studies of the asylum problem have focused narrowly on the conditions in receiving countries and have failed to see the global interconnectedness of the refugee problem. The authors argue that resolving the asylum problem in the West requires policy makers to direct their attention toward the conditions outside the industrialized countries that cause mass movements of populations as well as toward the improvement of their own asylum procedures. The present increase in the number of asylum-seekers and refugees is neither a temporary phenomenon nor a random product of chance events. It is the predictable consequence of fundamental political, demographic, economic, and ecological crises occurring throughout the Third World and Eastern Europe. However, Western governments did not until relatively recently envisage a large-scale movement of the poor countries northward to Western Europe and North America. Actual migratory pressures from the South and perceived threats of exodus from the East have only served to reinforce a restrictive attitude toward asylum. The refugee problem has reached such a critical point that the very institution of asylum is being threatened. These articles address the underlying causes of the current crisis, assess present policies, and define the considerations necessary for future policy-making.

This work shows how the failure of the LON in its central task, maintainig the peace, has shadowed the evaluation of other operations of the intergovernmental community. The book describes and analyses how the refugee work was conducted succesfully during the Inter-war period despite the difficulties the LON and the ILO had to face. The substance of a succesful policy was guided by the refugee situations. There was continuation and persistence in this refugee policy throughout the existence of the world organizations. Huge numbers of homeless people were able to get a new life through the various creative solutions applied by the intergovernmental refugee regime. The innovative approach of the organizations should be a source of inspiration for everyone dealing with the similar challenges: the refugee problem is still among us!
