Since the end of more than three decades of autocratic rule under President Suharto in May 1998, Indonesia has undergone significant changes in the political, social, and economic spheres. Current national reform efforts aimed at reducing the political influence of the military needs to address the much-neglected issue of the military's extensive business interests. Divestment of these business interests are critical in view of the negative impact of encouraging corruption throughout the ranks, reduced combat effectiveness, weakened civilian control and the disruption to the real economy. However, the current economic downturn, internal security problems, competing priorities for scarce resources, and the lack of resolve on the part of the government and the military leadership pose significant challenges. A possible approach to divest the military's businesses is to deal with two of the most pressing issues of tackling corruption and finding ways to compensate the military for lost income. In the long run, the divestment of the military's businesses through this approach is crucial not only for the success of the military's reforms, but also to the country's future.

Five years after Indonesia's government promised to end the money-making ventures of its armed forces, the promise remains unfulfilled. Dismantling the military's independent businesses has long been recognized as a crucial step to make the Indonesian armed forces fully accountable to civilian authorities. A landmark September 2004 law required the government to shut down or take over all military businesses within five years. Faced with the impending deadline, the government of President Susilo Bambang Yudhoyono issued a decree and implementing regulations in October 2009. This report assesses the new measures. It finds that they at best offer a belated process for increased government oversight, but not ownership, of military businesses controlled through military cooperatives and foundations. They do not address many other military money-making activities, including payments from companies for protecting private assets; criminal enterprises, such as involvement in illegal logging; and various forms of corruption, including inflating the cost of military purchases. And they do not address accountability for human rights violations connected to military business.

This book examines military operations other than war (MOOTW) of the Indonesian military in the post-Suharto period and argues that the twin development of democratic consolidation, marked by ‘stable’ civil–military relations from 2004 to 2014 under Susilo Bambang Yudhoyono’s presidency, and internationalization of the military have not yet entirely de-politicized the armed forces. This book shows how peacekeeping, humanitarian assistance and disaster relief, and counter-terror missions have been reinvented by the Indonesian military (Tentara Nasional Indonesia, TNI) to adhere to its politico-institutional interests rather than to divert military attention from politics. In contrast with conventional arguments about the rationale of MOOTW in promoting military professionalism, this book provides the first critical analysis of the development of these missions and correlates them with TNI’s concerted effort to preserve territorial command structure – a military network that parallels the civilian bureaucracy down to the village level. The book argues that the military in Indonesia remains domestically political amidst high intensity of international activism.
