Shurtleff: Mayor of Boston, to the City Council, January 4, 1869 With all the apparent business prosperity of our city, we must not lose sight of the fact that our country is still burdened with heavy taxes, from the oppressive weight of whichit cannot be expected to be relieved for many years to come. We must, therefore, while we most sacredly maintain the honor of the city, by preserving all its engagements and fulfilling all its obligations, adhere also to the most rigid economy in the management of its affairs; and, while we most assiduously do all in our power to advance the interests of the city, and promote its business facilities, we must defer entering upon all great enterprises requiring large outlays of money, until the condition of our finances will permit the same being done without inordinately increasing the taxes, and thereby oppress ing all classes of our community.
