Excerpt from The Government of Delaware I venture to make a few suggestions which may be helpful to some teachers. I. It will generally be found most productive of good results to teach Delaware government prior to United States government. The first half of the year may be devoted to State government and the latter half to national government. II. In the high schools and in classes of fairly mature students the whole book should be used for class work. In the ungraded schools the teacher must use discretion in determining on which parts to lay most stress. In un graded schools it would be inadvisable to spend much time on the chapter on Wilmington City Government. III. In general the subject-matter should be taken up in the order in which it appears. This arrangement is logical and carries the pupil from the comparatively simple local government to the more complex State government. IV. The topics in a chapter on which stress is to be laid must be determined by the teacher. All useless matter has been kept out of the text, but it is evident that not all topics are of equal importance. The jurisdiction of the various courts in the chapter on the Delaware Courts can be stated more brie y by the teacher for younger students. Excerpt from County Administration: A Study Based Upon a Survey of County Government in the State of Delaware The author has several debts to acknowledge. Assistance received from Dr. C. E. McCombs and Mr. W. A. Bassett of the staff of the New York Bureau of Municipal Research has been invaluable in the preparation of chapters V and VI. Dr. Charles A. Beard, Director of the Bureau of Municipal Research, has been a most helpful and constructive critic. The acute criticisms of Professor Howard Lee McBain of Columbia University have resulted in alterations which have greatly improved the work. Finally the author wishes to express his appreciation of the uniformly courteous treatment he received at the hands of county officials in Delaware. Excerpt from The History of Education in Delaware The genesis of education in Delaware must be sought amidst the struggles of the Swedes, the Dutch, and the English for the banks of the Delaware. To separate the earliest educational history of the colo nies which emerged from this conflict is almost a hopeless task, for they were at first much alike in customs and in government. Colonists devoted to the reclamation of the forest primeval and to the mainte nance of the struggle for existence seldom give thought to schools. But the early settlers of Delaware, from the first, made praiseworthy attempts to instruct their children in the rudiments of common learn ing and Christian theology. This they did because they came from Sweden and Holland, at that time the farthest advanced in general education of all the countries of Europe. Excerpt from Inaugural Address of William Cannon: Delivered at Dover, Upon Taking the Oath of Office as Governor of the State of Delaware, January 20, 1863 But it is manifest that the obligation to support the Constitution of the United States, creates other responsibilities and may impose on me the perform ance of other duties, than such as are ordinarily incident to the relation which I am about to assume. In this crisis, it behooves every. Private citizen, much more every public functionary, to maintain an undeviating loyalty to the National Government, and I am unwilling to permit this first occasion to pass, without declaring my determination, to the extent of the powers with which I am invested, to support the Government of the United States. The events of the past two years are unnecessary to be specially recounted. A gigantic rebellion threatens to destroy the nation. Incepted by fraud and consummated by oppression, it stands unparallel ed m wickedness. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books.
