The measurement of the fission cross section ratios of nine isotopes relative to 235U at an average neutron energy of 14.74 MeV is described with particular attention to the determination of corrections and to sources of error. The results are compared to ENDF/B-V and to other measurements of the past decade. The ratio of the neutron induced fission cross section for these isotopes to the fission cross section for 235U are: 23°Th - 0.290 +- 1.9%; 232Th - 0.191 +- 1.9%; 233U - 1.132 +- 0.7%; 234U - 0.998 +- 1.0%; 236U - 0.791 +- 1.1%; 238U - 0.587 +- 1.1%; 237Np - 1.060 +- 1.4%; 239Pu - 1.152 +- 1.1%; 242Pu - 0.967 +- 1.0%. 40 refs., 11 tabs., 9 figs.

The fission cross sections of /sup 230/Th and /sup 232/Th were measured relative to /sup 235/U from near threshold to near 10 MeV. The weights of the thorium samples were determined by isotopic dilution. The weight of the uranium deposit was based on specific activity measurements of a /sup 234/U-/sup 235/U mixture and low geometry alpha counting. Corrections were made for thermal background, loss of fragments in the deposits, neutron scattering in the detector assembly, sample geometry, sample composition and the spectrum of the neutron source. Generally the systematic errors were approx. 1%. The combined systematic and statistical errors were typically 1.5%. 17 references.

Neutron-induced fission cross section ratios from 0.5 to 400 MeV for samples of {sup 233, 234, 236}U relative to 235U have been measured at the WNR neutron Source at Los Alamos. The fission reaction rate was determined using a fast parallel plate ionization chamber at a 20-m flight path. Cross sections over most the energy range were also extracted using the neutron fluence determined with three different proton telescope arrangements. Those data provided the shape of the 235U(n, f) cross section relative to the hydrogen scattering cross section. That shape was then normalized to the very accurately known value for 235U(n, f) at 14.1 MeV to allow us to obtain cross section section values from the ratio data and our values for 235U(n, f). 6 refs., 1 fig.

A measurement of the /sup 238/U neutron-induced fission cross section was performed at the ORELA Linac facility in the neutron energy range between 5 eV and 3.5 MeV. The favorable signal-to-background ratio and high resolution of this experiment resulted in the identificaion of 85 subthreshold fission resonances or clusters of resonances in the neutron energy region between 5 eV and 200 keV. The fission data below 100 keV are characteristic of a weak coupling situation between Class I and Class II levels. The structure of the fission levels at the 720 eV and 1210 eV fission clusters is discussed. There is an apparent enhancement of the fission cross section at the opening of the 2/sup +/ neutron inelastic channel in /sup 238/U at 45 keV. An enhancement of the subthreshold fission cross section between 100 keV and 200 keV is tentatively interpreted in terms of the presence of a Class II, partially damped vibrational level. There is a marked structure in the fission cross section above 200 keV up to and including the plateau between 2 and 3.5 MeV. 11 figures and 6 tables.

The recent evaluation of the cross-section data bases for /sup 232/Th capture and fission emphasized significant normalization discrepancies between the available differential data. To help resolve the normalization discrepancies, the capture and fission integral cross sections were measured for /sup 232/Th in the fast neutron zone of the Coupled Fast Reactivity Measurements Facility (CFRMF). The cross sections are derived from the radiometric determination of the saturation reaction rates for fission and capture based on the Ge(Li) spectrometric measurement of the absolute gamma emission rates of the 537-keV and 1596-keV lines in the /sup 140/Ba - /sup 140/La decay and the 311.9-keV line in the /sup 233/Pa decay. For capture and fission, respectively, the measured integral cross sections are 291 mb +- 3% and 19.6 mb +- 5%. The ratios of the integral cross sections computed with ENDF/B-IV thorium cross sections and the CFRMF neutron spectrum to the above values are 0.99 for capture and 0.90 for fission. 19 references.

The capture cross section of /sup 238/U was measured using the activation technique and /sup 235/U(n,f) as a reference cross section. Capture events were measured by detection of two prominent ..gamma..-transitions in the decay of the /sup 239/U daughter nuclide, /sup 239/Np, employing a high resolution Ge(Li) detector. The system was calibrated with samples activated in a thermal neutron flux relative to the capture cross section of gold, and with an absolutely calibrated ..cap alpha..-emitter, /sup 243/Am, which decays to /sup 239/Np. Cross section measurements were carried out in the neutron energy range from 30 keV to 3 MeV. Emphasis was on absolute values between 150 keV and 1 MeV where the /sup 238/U(n,..gamma..) cross section and its cross section is small. Background from fission products was found to restrict the accuracy of the measured data at energies > 1.5 MeV.

Since there were appreciable new data which were not available for ENDF/B-IV, new evaluations for /sup 240/Pu and /sup 241/Pu were carried out for ENDF/B-V. The evaluation of the fission and capture cross sections is reviewed and problem areas are discussed. The neutron energy range of concern was from 10/sup -5/ eV to 20 MeV. Significant changes were made over the entire neutron energy region because of the new experimental data available. The problems in the evaluations due to discrepancies in the nuclear data are emphasized, particularly the 1-eV resonance in /sup 240/Pu and the 0.3-eV resonance in /sup 241/Pu. The evaluation of the fission and capture cross sections for ENDF/B-V represents an improvement over the previous evaluation; however, there continues to be a need for accurate experimental data. 7 figures.

The error information from the recent measurements of the fission cross section ratios of nine isotopes, 23°Th, 232Th, 233U, 234U, 236U, 238U, 237Np, 239Pu, and 242Pu, relative to 235U at 14.74 MeV neutron energy was used to calculate their correlations. The remaining 36 non-trivial and non-reciprocal cross section ratios and their errors were determined and compared to evaluated (ENDF/B-V) values. There are serious differences but it was concluded that the reduction of three of the evaluated cross sections would remove most of them. The cross sections to be reduced are 23°Th - 13%, 237Np - 9.6% and 239Pu - 7.6%. 5 refs., 6 tabs.
