Ose of this project is to assess EU actorness in the external dimension of The purp . t orism This project is important because it examines a policy area that has coun er- been at the heart of security co-operation within the EU for at least the past decade and challenges assumptions that the EU does little in the way of external counter-terrorism action. Since 9/11, the EU has become more involved in counter-terrorism; this has been recognised particularly by the literature discussing the internal dimension of EU counter-terrorism, yet academic work on the external dimension of EU counter- terrorism remains scarce. Consequently, the EU can too easily be viewed as an insignificant counter-terrorism actor. However, this assessment of the EU's external counter-terrorism policies has been made prematurely, without ascertaining the EU's ability to act and without taking into account the full range of instruments that the EU now deploys to combat terrorism. In contrast to the view of the EU as an insignificant counter-terrorism actor, it will be argued here that EU external action against terrorism has grown considerably over the last ten years and is now much more significant and diverse than it was in 2001. In or-der to understand the external dimension of EU counter-terrorism, EU actorness will be examined in three case studies: a) the US; b) Afghanistan and Pakistan; and c) Algeria and Morocco. These case studies are important because they highlight the diversity and global range of EU counter-terrorism activity. This project is original because it takes a broad view of EU foreign policy, provides unique theoretical insights into EU counter-terrorism co-operation through actorness, and adds new empirical content by exploring EU counter-terrorism co-operation with some third countries that the existing literature has not yet examined.

This book proposes to cast some theoretical and empirical light upon the external dimension of Justice and Home Affairs (JHA) which has become a priority in the European Union (EU)’s external relations. Counter-terrorism, visa policy, drug trafficking, organized crime or border controls have indeed become daily business in EU’s relations with the rest of the world. The external dimension of JHA is a persistent policy objective of the EU and its member states, as the 1999 Tampere summit conclusions, the 2000 Coreper report, the 2005 Strategy for the External Dimension of JHA, and the integration of JHA chapters under the European Neighbourhood Policy testify. With an interdisciplinary ambition in mind, this book reflects an attempt to draw together theoretical and empirical insights on the external dimension written by academic scholars that take an interest in questions of JHA and European Foreign Policy (EFP). It does so from an issue-oriented perspective (civilian crisis management, the European Neighbourhood Policy, counter-terrorism policy, visa policy, passenger name record) but also from a geographical perspective with in-depth analysis of the situation in the Western Balkans, Georgia, transatlantic relations and of the Mediterranean neighbourhood. The Treaty on the European Union stipulates that one of the key objectives of the Union is to provide citizens with a high level of safety within an Area of Freedom, Security and Justice. This book examines the language of the European Union's response to the threat of terrorism. In recent years, the EU and its member states have experienced a number of changes, as well as challenges, in the areas of politics, economics, security and law. As these areas are interconnected, changes and challenges to any of them have implications for the others, as well as implications for the populations and institutions of the EU or those coming into contact with its international power and influence. This edited collection focuses primarily on security and law, particularly the EU’s internal security strategy. The EU’s Internal Security Strategy, adopted by the Spanish presidency early in 2010, followed the Lisbon Treaty in 2009, building on previous developments within the EU in the Area of Freedom Security and Justice (AFSJ) policy. The focus of the EU Internal Security Strategy is to prevent and combat “serious and organised crime, terrorism and cybercrime, in strengthening the management of our external borders and in building resilience to natural and man-made disasters”. The Internal Security strategy intersects and overlaps with the European Union’s Counter-terrorism strategy, the Strategy for the External Dimension of JHA, and the EU’s Security Strategy. The role of and interaction between these strategies, their supplementing documents, and their implications for crime, victims, the law, political relations, democracy and human rights, form the backdrop against which the chapters in this collection are written. Building on original research by its contributors, this collection comprises work by authors from a wide variety of academic and professional areas and perspectives, as well as different countries, on a variety of areas and issues related to or raised by the EU’s Internal Security Strategy, from intelligence-led policing to human trafficking and port security. This book examines, from a wide variety of disciplinary perspectives including law, geography, politics and practice, both this further refinement of existing internal provisions on cross-border crime, and the increasing external relations of the EU in the AFSJ.
