I have tried to analyse briefly the nature of the share in this work taken by the chief European peoples who have participated in it. Naturally the pre dominant place is given to the British Empire. This must in any case have been so, since the British Empire covers one-quarter of the earth's surface. But I have given to it even more than its relative share of attention, partly because it is our chief concern, and partly because the variety of types which it includes makes it the most interesting political structure which has ever existed in the world, while the principles upon.
