What has been the impact of the EU on UK central government? This book explores the ‘Europeanisation’ of the work of civil servants and ministers and how they engage with the EU. Drawing on fresh empirical evidence, the volume offers the first comprehensive analysis of the spreading impact of European integration across government. The study is placed in the context of political divisions over the EU but outlines the often neglected way in which the EU has transformed the business of government. It charts the process from the Macmillan government’s 1961 application to join the European Communities through to the end of Blair’s premiership. The book examines the character and timing of responses across government, covering the core government departments and also those more recently affected, such as the Ministry of Defence. The authors argue that central government has organized itself efficiently to deal with the demands of EU membership despite the often controversial party political divisions over Europe. However, in placing their findings in comparative context they conclude that the effectiveness of UK governments in the EU has been less striking.

Richardson et al.’s respected and seminal Policy Styles in Western Europe (1982) shed valuable light on how countries tend to establish long-term and distinctive ways to make policies that transcend short-term imperatives and issues. This follow-up volume updates those arguments and significantly expands the coverage, consisting of 16 carefully selected country-level case studies from around the world. Furthermore, it includes different types of political regimes and developmental levels to test more widely the robustness of the patterns and variables highlighted in the original book. The case studies – covering countries from the United States, Canada, Germany and the UK to Russia, Togo and Vietnam – follow a uniform structure, combining theoretical considerations and the presentation of empirical material to reveal how the distinct cultural and institutional features of modern states continue to have implications for the making and implementation of public policy decisions within them. The book is essential reading for students and scholars of public policy, public administration, comparative politics and development studies.

The UK government of Tony Blair is committed to fostering a European dimension of planning practice. Significant developments in relation to planning within Europe are occurring. The creation of the European Spatial Development Perspective, the reform of the Structural Funds, and the implementation of programmes to foster trans-national co-operation between governments, will all impact on UK government, and on planning system in particular. Even within the UK, devolution and regionalisation will bring new pressures for overall co-ordination on the issue of European spatial planning. Issues concerning the revisions of the Structural Funds in 2000 and 2006, and funding opportunities for local authorities, are closely connected with the theme of this book. More importantly, it is expected that the link between funding and spatial policy within British planning will become more clearly defined during this period. The European dimension of British planning, as a consequence, may grow significantly over the next few years. The authors tackle four key issues in their discussion of this topic: * British political attitudes to Europeanisation issues * The changing relationships between different arms of the state * The often complex interdependencies between tiers of governance * The rapidly changing definition of British urban and regional planning

This text reviews a variety of approaches to the study of the European Union's foreign policy. Much analysis of EU foreign policy contains implicit theoretical assumptions about the nature of the EU and its member states, their inter-relationships, the international system in which they operate and the nature and direction of European integration. In many instances such assumptions, given that they are not discussed openly, curtail rather than facilitate debate. The purpose of this book is to open up this field of enquiry so that students, observers and analysts of EU foreign policy can review a broad range of tools and theoretical templates from which the development and the trajectory of the EU's foreign policy can be studied.
