Excerpt from Pan Americanism: Its Beginnings The history of Pan-Americanism falls roughly into three periods. The first, embracing the years of revolution and of the formation of new states, extends to about 1830; the second covers the succeeding three or four decades to the close of the Civil War; and the third extends from the Civil War to the present time. Of these periods the first is characterized by a strong tendency toward continental solidarity, the second by the opposite tendency toward particularism and distrust, and the third by the revival of the earlier tendency toward fraternal cooperation. The present study is devoted to the early period, the period of beginnings. It was undertaken and carried to completion as an academic task at Columbia University, under the direction and counsel of Professor John Bassett Moore, to whom the writer acknowledges a deep debt of gratitude. He is also under great obligations to Dr. Angel Cesar Rivas, who, during the course of the preparation of the book and while it was in proof, made helpful suggestions and invaluable criticisms; to Miss S. Elizabeth Davis, who read the proof; and to Senor D. Manuel Segundo Sanchez for various favors received. Finally, he takes this method of expressing his thanks to the Hispanic Society of America for the use of its valuable collection of old newspapers, and to the New York Public Library, whose great assemblage of books and pamphlets relating to Spanish and Portuguese America, constituted the main body of his source material. Excerpt from Pan-Americanism a Forecast of the Inevitable Clash, Between the United States, and Europe's Victor Though not without definite conclusions about many factors of the situation, I am conscious of no partizanship or interest beyond that of the scholar and observer in search of truth. Yet I am aware that, where notions of impartiality, of patriotism, and of disinterestedness are as various as they are today, my own interpretation of these qualities may not be acceptable to all my readers. I can only ask that presumption of honesty and. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Excerpt from Latin America and the War It was at this juncture also that the peculiar relations flowing out of membership in the Pan American family of nations introduced further problems. Several of the South American republics felt that the obligations of Pan American or continental solidarity could be discharged only through the formal severance of re lations with Germany. Finally the war had a reper cussion on the internal life of these countries which directly affected the conduct of their foreign policies. Especially was this true of those nations in which public Opinion had become sufficiently articulate and powerful to influence the actions of the government. The student of Latin American diplomacy of this period cannot therefore afford to ignore the pronouncement of leading writers and public men, the policy of the representative newspapers, and the force of propaganda. The official documents alone, important as these are, in many cases present an incomplete or distorted picture of the attitude of the nation as a whole to the Great war and its issues. Excerpt from Problems in Pan Americanism There are two Americas - not North and South, but anglo-saxon and Latin. If an accident of history had not given them the same names both peoples might have been spared the serious results of ignoring the significance of wide differences in historical inheritance, religion, language, customs and ideals. But the failure of both parties to take into account these differences has been fatal. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books.
