This book shows how the relationship between security and integration in Western Europe depends upon an enduring implicit bargain between the US and its European allies. Despite internal and external pressures to develop a European security and defence identity distinct from NATO in the 1980s and 1990s, EC member states have consistently rejected supranational integration in the areas of security and defence. Despite considerable European dissatisfaction with American leadership of NATO, Europe has continued to accept that leadership even after the end of the Cold War and the signing of the Maastricht Treaty.

Redefining European Security is a collection of essays concerned with changing perspectives on peace and political stability in Europe since the end of the Cold War, in both the hard security terms of military capacity and readiness and in the realm of soft security concerns of economic stability and democratic reform. European governments, the European Union, and the North Atlantic Treaty Organization are dealing with the fundamental problem of determining the very parameters of Europe, politically, economically, and institutionally. This book defines security as the efforts undertaken by national governments and multilateral institutions, beginning with the end of the Cold War and the reunification of Germany, to continue to protect European populations from acts of war and politically-motivated violence in light of the dissolution of the imminent political threat posed to Western Europe by the Soviet Union, 1945-1991 Together these essays assess the progress made in Europe toward preventing conflict, as well as in ending conflict when it occurs, after the abrupt passing of a situation in which the source and nature of a conflict were highly predictable and the emergence of new circumstances in which potential security threats are multiple, variable, and difficult to measure. Contemporary Europe is a mixture of old and new, of arrested and accelerated history. Europe's governments and institutions have been only partly successful in meeting new security challenges, to a high degree because of failing unity and political will. Yesterday, Europe only just avoided perishing from imperial follies and frenzied ideologies, wrote the late Raymond Aron in 1976, she could perish tomorrow through historical abdication.

This book unveils the potential of utilizing EU Regional Trade Agreements (RTAs) as an instrument of promoting the rule of law to third states. In doing so, the book combines development economics, foreign policy and legal perspectives at three levels of analysis of four sectors to introduce the concept of "EU value-promoting RTAs". The book demonstrates that the EU RTAs bear considerable potential to be strategized as instruments of promoting the rule of law in third states, requiring, however, overcoming strict divides between EU political and economic cooperation, and values and acquis conditionality in its relations with third countries. This book will be of key interest to scholars and students of European Studies, European Union Law, EU external action/foreign policy, EU trade agreements and Development Studies, as well as to NGOs and think tanks that work on European affairs.

This book develops a theoretical and empirical argument about the disintegration of security communities, and the subsequent breakdown of stable peace among nations, through a process of norm degeneration. It draws together two key bodies of contemporary IR literature – norms and security communities – and brings their combined insights to bear on the empirical phenomenon of disintegration. The investigation of normative change in IR is becoming increasingly popular. Most studies, however, focus on its progressive connotation. The possibility of a weakening or even disappearance of an established peaceful normative order, by contrast, tends to be often either neglected or implicitly assumed. Normative Change and Security Community Disintegration: Undoing Peace advances the contemporary body of research on the important role of norms and ideas by analytically extending recent Constructivist arguments about international norm degeneration to the regional level and by applying them to a particular type of regional order – a security community.
