This volume arose from a European Scientific Seminar on `Strategies and Policies to Combat Drugs', which was organized by the Commission of the European Communities at the European University Institute in Florence in December 1993. The significance of the seminar lay in the manner in which it sought to address the full range of issues associated with the drug problem at international, national and local level. Equally important was its success in attracting participants from a number of different disciplines -- scientific experts, national and EU administrators working in the drugs field, and members of the European Parliament. That provided for a lively and wide-ranging exchange of views and ideas which is reflected in the contributions and conclusions contained in this publication, which comprises varied contributions and approaches to drug policies at international, European, national and local level. In December 2020 the European Union adopted its Drugs Strategy for 2021-2025. With this strategy, the EU and its 27 Member States have reaffirmed their commitment to an evidence-based and comprehensive approach, addressing the various aspects of the drugs situation in a balanced manner: 1. enhancing security and reducing drug supply; 2. increasing prevention, treatment and care services and reducing drug demand; 3. addressing drug-related harm. With the preservation of human rights at its core, the EU Drugs Strategy incorporates gender equality and health equity perspectives. It fully embraces the importance of international cooperation and multilateralism. The EU Drugs Strategy incorporates the lessons learned from the COVID-19 crisis in the area of drugs and takes a future-oriented approach, promoting research, innovation and foresight to respond more effectively to - and anticipate - challenges.

Drugs are a perennial topic within the institutions of the European Union--the Commission, Council and Parlia-ment. The EU Drugs Strategy 2013-2020 was adopted in December 2012 and sets out the vision and aims of the European Union's drug policy. The Strategy is organised around two policy fields (drug demand and supply reduction) and three cross-cutting themes (coordination, international cooperation, and information, research, monitoring and evaluation). The aim of the Strategy is to contribute to a reduction in drug demand and drug supply within the EU. The Strategy is implemented through two Action Plans, for the periods 2013-2016 and 2017-2020. This study assesses the EU Drugs Strategy 2013-2020 and the EU Action Plan on Drugs 2017-2020 by looking at the effectiveness, efficiency, relevance, coherence and EU added value of the actions undertaken on the basis of the Strategy and the Action Plan. This study provides evidence to support the Commission's evaluation of the Strategy and Action Plan, with a view to proposing a new strategic document on drugs. It provides findings, conclusions and recommendations, in light of new and emerging challenges at national, EU and international level in the area of drugs. The key recommendation for the Commission is that it should adopt a new strategic document on drugs and corresponding operational document. This strategic document should have concrete and clear priorities, and further integrate drug-related security threats and trends with health, environmental, social, political and international aspects.

In 2008, an estimated 34billion euros was spent on the drugs problem in the EU. Much more needs to be done - and must be done - in the battle against the EU's drugs problem. The EU must be more effective in its fight against drugs trafficking, and should call on Member States to be more ready to learn from each other's experiences and to encourage cross-border dialogue between their local governments and cities. Following a six month-long inquiry, the Committee agree that the Member States should, as now, retain responsibility for their own drugs policies. They recommend that the new EU Strategy should concentrate on three key areas. Firstly, co-ordination, through Europol, of the fight against drug trafficking ensuring that any new measures actually reduce the supply of drugs and do not merely move trafficking elsewhere. Secondly, improvement of the collection, analysis, evaluation and distribution of information by the European Monitoring Centre. Thirdly, reliance on the EU's public health obligations and use of public health duties to encourage Member States to devote more resources to harm reduction and to engage in dispassionate and evidence-based discussions on how best to treat the possession and use of drugs. The Committee believes that the creation of a new drugs strategy, lasting until 2020, should provide the perfect platform for a wider and better informed public debate on different Member States' policies and approaches

The drug control regime established by the international community has not succeeded in curbing either the demand for, or the offer of, narcotics. But, despite a series of developments in the Americas – including the legalisation of cannabis in Uruguay and in several states in the United States of America – there is still little support in Europe for repealing drug-prohibition laws. Nevertheless, a gradual policy convergence reveals the emergence of a European model favouring public-health strategies over a strictly penal approach to combatting drugs, while growing transnational support for legalisation indicates the persistence of an alternative paradigm for drug policy. The aim of the EU Drugs Strategy 2013–2020 is to contribute to a reduction in drug demand and drug supply within the EU. The Strategy has so far been implemented by an Action Plan covering the period 2013–2016. The report sets out the findings of an evaluation that assesses the degree of implementation of the Strategy and the Action Plan in terms of outputs and, where possible, impacts. It looks at the extent to which the objectives of the Strategy have been achieved. The evaluation aims to provide evidence to support the European Commission’s decision about whether to propose a new Action Plan for the period 2017–2020 and, if so, what changes would be needed compared to the current plan. Through applying a mixed-methods approach, the evaluation examined the effectiveness, efficiency, relevance and coherence of the actions undertaken on the basis of the EU Drugs Strategy and the Action Plan, as well as their EU added value. The evaluation makes 20 recommendations, addressed to the European Commission, Member States, the European Council and other stakeholders. The key recommendation for the Commission is that a new Action Plan should be implemented for the period 2017-2020. This should be an updated version of the current Action Plan, rather than taking a new approach or introducing more new actions.
