Excerpt from Mexico's Dilemma Mexico's Dilemma has three horns. They are: 1. Financial ruin of Mexico and internal disorders unless a loan is obtained. 2. The possibility of subjugation to German influence with all of its liability for external strife. 3. Co-operation with the United States, England, France and America. What will Mexico do? The answer is one which future events will determine. In this book the author has tried to tell what forces and influences are sharpening each of the three horns. There are bandits, disloyal Mexicans, ambitious officials, patriotic citizens, honest business men, Teutonic intriguers, spies, propagandists, diplomats, millionaires, army officers and I. W. W. firebrands at work. Is it any wonder, then, that Mexico finds herself in such a Dilemma? Mexico has always been a home and workshop for foreigners. Several thousand years ago the Chinese settled in that country and, judging from the relics which are found to-day, in and about Mexico City, Chinese civilisation flourished there for a few hundred years. In this work, written at the time when we hear so much of the dangers of German propaganda in Mexico, Mr. Ackerman tries to point out that although Mexico could not have been a very powerful ally to Germany, weakened as she is by long political turmoils, she might have been a very disagreeable neighbor to the United States, she herself, of course, suffering the most for it. The dilemma continues to be the same for Mexico to-day. Will she be a friend or a foe to the United States? Mr. Ackerman shows clearly enough some of the reasons why the antagonism exists, and although he does not suggest directly a way to end it, the questions raised in the reader's mind by the clear exposition of facts make this book interesting and opportune. At the same time that Mr. Ackerman tells us of the means used by the Germans to influence Mexico in their favor and against the United States, he describes different phases of the life, political intrigues and press propaganda in that country. The easy, anecdotic, fluent style, the good illustrations and cartoons add to the interest of the book, just the same as the copy of the new Mexican constitution and articles on Mexican Railways, the American Chamber of Commerce, etc., in the Appendix, add to its usefulness. -The Pan-American Magazine, Vol. 28

"The country´s future depends on what a conscious and organized society does, or fail to do". The mexican enigma is an informative analysis of the situation of political, social and economic crisis that Mexico is going through from the review of three key areas: the political elites —mainly figures like Enrique Peña Nieto, whom the author studies in a bibliographical manner as well as reviews his actions since he was governor of Estado de Mexico—; the de facto powers that have been developed in the country and its implications in Mexican political and social credibility; the last axis is organized society, which, from the perception of Aguayo, has always been excluded from Mexican politics. The author also discusses the state of political culture within society and the level of disapproval of this before the present form of the government of Mexico. The author makes a strong documentary research that reaches to an almost didactic text, bringing the reader to a real and well informed approach of what is happening in Mexico. The book, in digital format, allows interaction with documents, videos and photographs that complement the reading, while encouraging political reflection from its readers.
