Who lines up to have people try to shoot them, knife them, blow them up, and threaten them with bodily harm? Everyone who is part of the law enforcement family—that’s who. That includes Robert Phillips, who got his start as a sheriff’s officer in April 1998. When he reported for duty on his first day, the senior day-shift sergeant asked him if he was in the National Guard or the Reserves, and when he said no, he was told he’d be good man for the day shift. He wasn’t long on the job before an inmate—while trying to escape—put a knife to his throat. Another inmate distracted the potential escapee and Phillips was able to call for help. Craving more excitement, Phillips eventually became a “real” police officer. He wanted to take part in car chases, get shot at, go to robbery-in-progress calls, and make drug arrests. Get an insider’s view of what it’s like to belong to the law enforcement family with this no-holds-barred collection of Pig Tales.

He baffled and eluded law enforcement officers for nearly two decades. In the end, however, it wasn't the painstaking forensic analysis of hundreds of pieces of crime scene evidence that led to the capture of the Unabomber-but the lucky tip of an informant. Truth of the matter is, for all their sophistication and hi-tech science, crime-fighting techniques such as fingerprint and DNA analysis are a factor in less than one percent of all criminal cases. In the overwhelming number of crimes, informants have provided the necessary ammunition needed to bring criminals to justice, from Genovese to Gotti and Capone to Dillinger. Confidential Informant: Understanding Law Enforcement's Most Valuable Tool explores the covert and clandestine world of informants-revealing the secrets of how to find them and make the most out of them, while at the same time, avoiding the pitfalls of dealing with them. Using case studies in which informants played key roles in solving crimes, the book examines all aspects of informant development and management, from the motivation of the informant to the legal problems that accompany the use of informants in criminal cases. Written by John Madinger, a former narcotics agent, supervisor and administrator, and currently a Senior Special Agent with the Criminal Investigation Division of the Internal Revenue Service, Confidential Informant: Understanding Law Enforcement's Most Valuable Tool examines the emotional and behavioral characteristics of the informant, as well as the psychology of trust and betrayal. The book also illustrates techniques for improving interviewing and communication skills when dealing with informants, and provides invaluable forms that can be used in connection with these vital sources of information.

The criminal investigation process in municipal and county police departments was studied by survey, interviews and observations, and special data collection. Investigators spend about 7% of their time on activities that lead to solving crimes. Case solutions reflect activities of patrol officers, members of the public, and routine clerical processing more than investigative techniques. Nearly half of investigators' case-related activities are devoted to post-arrest processing; these activities are inadequately responsive to the needs of prosecutors. Collecting physical evidence at crime scenes does not help solve crimes unless evidence processing capabilities are adequate. Policy implications are discussed. (Author).

Longlisted for the PEN/John Kenneth Galbraith Award for Nonfiction "A MUST-READ FOR ANYONE WHO WANTS TO UNDERSTAND THE INTERSECTION OF RACE AND POLICE BRUTALITY IN AMERICA."-CONGRESSMAN JOHN LEWIS During his 28-year career, Matthew Horace rose through the ranks from a police officer working the beat to a federal agent working criminal cases in some of the toughest communities in America to a highly decorated federal law enforcement executive managing high-profile investigations nationwide. Yet it was not until seven years into his service- when Horace found himself face down on the ground with a gun pointed at his head by a white fellow officer-that he fully understood the racism seething within America's police departments. Through gut-wrenching reportage, on-the-ground research, and personal accounts from interviews with police and government officials around the country, Horace presents an insider's examination of archaic police tactics. He dissects some of the nation's most highly publicized police shootings and communities to explain how these systems and tactics have hurt the people they serve, revealing the mistakes that have stoked racist policing, sky-high incarceration rates, and an epidemic of violence. "Horace's authority as an experienced officer, as well as his obvious integrity and courage, provides the book with a gravitas."-THE WASHINGTON POST "The Black and the Blue is an affirmation of the critical need for criminal justice reform, all the more urgent because itcomes from an insider who respects his profession yet is willing to reveal its flaws."-USA TODAY
