I don't think it is really the norm, though, and the parallel I would make is with the experimental population provision of the law, which was designed to facilitate reintroduction of highly - of endangered and highly controversial, mainly large predators. And I think that that has worked and the experimental population provi sion has provided the flexibility that has taken some of the tension out of this debate. Mr. Studds. I think you are correct, and I assume you are cor rect in that these kinds of extraordinary problems are not the norm, they are the exception.
