In Russia, resources available for higher education institutions (HEIs) have been reduced while the expectations of their results have grown. This raises questions about the efficiency of Russian HEIs and the factors influencing it. In this paper, estimations of the efficiency of Russian HEIs for the 2012/13-2014/15 academic years and its determinants are presented. Ratios of weighted outputs and weighted inputs constructed with data envelopment analysis (DEA) are used as the HEIs efficiency measure. Total financial resources of HEIs are used as the input and measures of education and research results are used as the outputs. For the analysis of changes in efficiency the Malmquist index is used. The relation between efficiency scores and the characteristics of HEIs are investigated using a Tobit regression. This research is based on data about 120 public HEIs collected from various sources. The results show that the potential for an increase in the efficiency still remains. An outward shift of the efficiency frontier, i.e. a technological improvement, was found. According to estimations, most institutions operate at decreasing returns to scale and reducing their size will increase their efficiency. However, the substantial growth of the number of HEIs with increasing returns to scale implies that the policy of resource consolidation could be a reasonable response to current challenges. A positive relationship between HEIs efficiency and the diversification of fields of study was revealed.

This paper analyses the link between the efficiency of regional higher education systems and the rates of regional economic development between 2012 and 2015 in Russia. The efficiency scores are calculated at the institutional level using a double-bootstrap data envelopment analysis (DEA) procedure, taking into account the different internal characteristics of universities which may affect their production process, and the scores are then aggregated at the regional level. We formulate a regional economic growth model that considers the efficiency of regional higher education systems as one of the explanatory variables. As an econometric method, we employ a robust GMM estimator. The model also includes spatial interactions between regional economies and between regional higher education systems in neighboring regions. The findings highlight a positive, substantial and statistically significant effect of HEI efficiency on the regional economic growth rate. We also found negative spillover effects indicating that efficient regional higher education systems may extract resources from neighboring regions.

The chapters in this volume give an account of the process of modernisation and educational reform in Russia, variously considering the cultural and political dilemmas provoked by democratisation, the structural and policy challenges associated with the reform of higher and vocational education, and the deep divisions exposed as socio-cultural activity is brought into alignment with the new discourse of freedom and choice. The volume stimulates an important debate about the methods that inform cross-national and cross-regional work on educational change. This is particularly salient in a study of educational reform in Russia, and begs the question, ‘whose way of thinking, of constructing meaning, and of experiencing the world’ is used to judge the weight and the direction of change? Each chapter shows that a thorough understanding of the nature of change and the direction of reform is only achieved through the ability to decentre - or take on board - the ‘other’ worldview. It argues, therefore, that it is worldview, rather than culture or nation-state, that is the most valid unit of analysis. This book pays tribute to K.D. Ushinsky (1824-70), ‘the Russian pioneer of comparative education’, each chapter in it broadly in agreement with his conclusions that: Public education does not solve the problems of life by itself; it does not lead history; rather, it follows the historical development. It is not the pedagogies or the teachers who create the future, but the people themselves and their great men. Education only follows this road and, in combination with other public (social) factors, helps the individual and the rising generation on its way.

In recent decades, increased economic pressure and growing societal expectations have led to the introduction of performance-based funding models of public research, namely universities. In this respect, universities have started to use various strategies to adapt and develop their activities under the new framework. National governments are currently attempting to design and apply various taxonomies for structuring university infrastructure in different ways in order to facilitate the development of efficient programmes for the advancement of higher education. This paper provides a review of different approaches to university typologies, discusses the choice of indicators and mathematical tools for grouping universities using common criteria and evaluating their performance based on classical and modified DEA approaches. The authors develop a typology which was tested in the Russian context, taking into account indicators of research and educational activities implemented by domestic universities and their efficiency score. The typology is based on clustering universities by the availability of resources and research and educational performance and the combination of these results with their efficiency score. It groups universities by type and includes a decision tree for classifying them taking into account their heterogeneity. It serves as a basis for the content analysis of a wide range of universities, and for shaping targeted policies aimed at particular groups.
