Public sector organizations have slowly recognized leadership styles that positively influence employee motivation. Leadership qualities have been closely reviewed and implemented in the public sector as they positively engage employees in guiding, leading, incorporating, and motivating them to become more innovative. This study aims to examine the influence of management style on employee motivation in the public sector, especially in a time where public demand continues to be on the rise. This research study focuses primarily on surveying all Department of Developmental Services (DDS) employees to assess employee motivation and reveal if they are practicing transformational leadership as a public service organization.

The leadership style that a manager portrays is key in the public sector. Such attributes can contribute to the increase in motivation and job satisfaction among employees within an organization. Currently, leaders are facing challenges in the public sector regarding increasing motivation and job satisfaction. Having the ability to decipher which leadership style is best fit for the needs of an organization is dependent upon the needs of employees, the needs of the consumers being served, and current organizational goals that have been established. Centered on the evidence obtained through the literature review, the current study proposes a quantitative correlational research study to analyze the effect that leadership style has on motivation and job satisfaction in the public sector. The study findings can contribute to understanding what leadership style is beneficial for the increase of motivation and job satisfaction in the public sector.

This study aims to explore the effects of transformational and transactional leadership styles on employee motivation in a public sector organization, the Department of Public Social Services (DPSS), a service-oriented organization. The study will employ a qualitative research design and use a phenomenology approach. The data collection process will consist of a focus group method. There will be thirteen participants, all front-line employees, ten females, and three males, from one District Office. The sample size is representative of the department's workforce regarding gender and population size. The participants will be current DPSS employees working in the front-line. The researcher will use a series of discussion questions to solicit responses regarding leadership in the workplace. The study's implications could inform administrative leaders on whether to invest in leadership development training for supervisors and mid-level managers to foster employee motivation and organizational performance.

Based on information obtained through the literature review, this research paper proposes to develop a descriptive research design to analyze the impact of transformational and laissez-faire leadership on employees' motivation and workplace performance within the Los Angeles County Department of Public Social Services (DPSS). The research study will utilize a mix-method research methodology to collect data from a sample of 600 employees and five executive managers.
