This report reviews Soviet R and D of (1) high-intensity negative ion sources and (2) transport and focusing of negative ion beams, using Soviet open literature of the past ten years, and correlates this data with data on Soviet institutes responsible for negative ion beam development. The Soviets are developing intense negative ion beams as the basis for creating neutral beams for injection into mirror traps and tokamaks, for inertial confinement fusion, and possibly for exoatmospheric beam weapon applications. The report focuses specifically on surface-plasma-type ion sources, which were first developed in the USSR and which show great promise for creating beams of high intensity, high brightness, and low emittance. Mechanisms for optimum negative ion beam transport are also discussed.

This report, a sequel to (The Development of High-Intensity Negative Ion Sources and Beams in the USSR), R-2816-ARPA, examines (1) Soviet research on the formation of intense, high-energy neutral particle beams and the associated investigation of charge exchange and beam stripping and (2) the deployment in the USSR of high-intensity negative ion sources of the direct-extraction and double-charge-exchange types, beam neutralizers, and neutral beam injectors, as reported in Soviet open-source technical publications. Based on open-source literature, the study finds no overt exoatmospheric particle-beam weapons in the USSR. The author suggest, however, that such a program may exist as a classified effort paralleling the nuclear fusion research described in the literature. This book describes the development of sources of negative ions and their application in science and industry. Significant advancements have been recently made in the technology of forming high intensity heavy negative ion beams. Due to their ease of operation, simplicity, long lifetime, and wide range of species capabilities, negative ion sources predicated on the sputter principle are being used for an increasing number of diverse applications, including standard tandem accelerator-based research, high-energy ion implantation, tandem accelerator mass spectrometry, and low-energy atomic physics research. Sources have been developed which utilize either direct surface ionization, or a plasma to form the positive ion beam used to effect sputtering of samples containing the material of interest. This article will include a brief review of the fundamental processes underlying negative ion formation in these sources. Emphasis will be placed on the descriptions and performance characteristics of specific sources based on each of the positive ion formation techniques. 21 refs., 16 figs., 1 tab.
