This thesis examines the magnitude of the deterrence effect associated with the implementation of the "zero tolerance" policy in the U.S. military in the early 1980s. The estimation of the deterrence effect is based on the estimation of linear probability models (LPM). A difference-in-difference estimator is obtained by comparing pre- and post- policy differences in drug use rates in the military and civilian sectors. The thesis uses data on drug participation drawn from the National Household Survey of Drug Abuse and the DoD Worldwide Health Survey. The study investigates the deterrence effect for the military as a whole, for each branch, for various age groups, and two different measures of drug participation. The results show that a significant deterrence effect appears to have been associated with the implementation of the "zero tolerance" and drug testing policy, especially for the past year drug participation rates. Additionally, there is evidence that individuals above 25 years old who are more educated and married have smaller drug participation rates than the rest of the population.

This thesis examines the magnitude of the deterrence effect associated with the military services' drug testing policies. Using data from the 1995 Department of Defense Survey of Health Related Behaviors Among Military Personnel and the 1995 National Household Survey on Drug Abuse, illicit drug use rates are modeled as a function of pertinent demographic characteristics. The natural variation in drug testing policies is exploited to estimate the deterrence effects of such programs. The first analysis relies on the variation in drug testing policies among the military services. The second analysis relies on the difference in the extent of drug testing between the military and civilian sectors. Non-linear maximum likelihood (logit) techniques are used to estimate the deterrence effects. The results indicate a significant deterrence effect associated with the frequency and intensity of the services' drug testing program both in comparison to each other and in comparison to the civilian sector. However, omission of price and income controls may have caused overestimation of the true deterrence value. Further study using more sophisticated techniques is recommended to clarify this potential bias.

This thesis evaluates the costs and benefits of the Navy's drug prevention policies. Benefits stem from both deterrence and detection effects of the policies. By using data from the National Household Survey on Drug Abuse, and Department of Defense Survey of Health Related Behavior Among Military Personnel, the existence and magnitude of the deterrence effect is estimated. The gross benefits of the zero tolerance policy are calculated based on the costs avoided by deterring and detecting users. These benefits are compared to the total costs of the drug prevention program, including replacement costs of discharged personnel, and administrative costs. Sensitivity analysis suggests that, under reasonable assumptions about the key parameters, the program does not generate positive net benefits. It is recommended that an analysis of the cost-effectiveness of a rehabilitation program for positive drug testers be conducted.
