I therefore can see no reason why Foundations for the maintenance of opinions should not be placed on precisely the same footing as other Foundations.' To the truth or falsehood of the opinions themselves no human tribunal ought to have anything to say. That must be left in the province of argument and persuasion. But a human tribunal can easily ascertain whether events have occurred which demand an alteration. These Foundations are subject to precisely the same incidents as others.
