Excerpt from The Cost of Cotton Production, Season, 1917-18 At no time within the memory of this generation has there been so marked a variance of opinion as at present in the matter of the actual cost of producing cotton. In order that this cost might be scientifically and accurately determined, we requested our Watkins Bureau to make an exhaustive investigation of the elements entering therein. The figures in detail and the resultant averages are given in the report herewith presented. The investigation was conducted under the personal supervision of Mr. James L. Watkins, Sr. The first investigation of this character ever. undertaken was conducted by Mr. Watkins for the United States Government in 1896-97, while holding the position of Chief Cotton Statistician of the U. S. Department of Agriculture at Washington. In submitting this report we are giving to the public the most accurate set of statistical facts that can possibly be obtained on this subject, prepared by one who has made a scientific study of conditions pertaining to cotton cultivation in every important producing county in the United States for the past twenty-five years. We trust that the information set forth will prove of interest and value not only to the farming community of the South, but to all classes of the cotton trade and manufacturing industries throughout the World.
