Excerpt from The Charter for the City of Cincinnati We, the people of the City of Cincinnati, Ohio, in order to secure the benefits of home rule, to promote business-like conduct of our municipal affairs, to attract to the service of the City those who will administer its government most efficiently and economically; and otherwise to promote our common welfare, do adopt the following as the Charter of our City: Powers Of The City. Section I. The inhabitants of the City of Cincinnati, as its limits now are or may hereafter be, shall continue to be a body politic and corporate, by name The City of Cincinnati, and as such, shall have perpetual succession. It shall have and may exercise all powers which now or hereafter it would be competent for this Charter specifically to enumerate as fully and completely as though said powers were specifically enumerated herein; and no enumeration of particular powers by this Charter shall be held to be exclusive. Section 2. This Charter shall be liberally construed to the end that the City may have and exercise all powers not denied to it by the Constitution of Ohio. Section 3. The City's powers shall be exercised and enforced in the manner prescribed by this Charter, or, when not prescribed herein, then in such manner not inconsistent with this Charter as shall be provided by Council. Nominations And Elections. Elective Officers. Section 4. The elective officers of the City shall be the Mayor and the members of Council, who shall be elected at large.
