The Young Lords was a multi-ethnic, though primarily Nuyorican, liberation organization that formed in El Barrio (Spanish Harlem) in July of 1969. Responding to oppressive approaches to the health, educational, and political needs of the Puerto Rican community, the movement’s revolutionary activism included organized protests and sit-ins targeting such concerns as trash pickups and lead paint hazards. The Young Lords advanced a thirteen-point political program that demanded community control of their institutions and land and challenged the exercise of power by the state and outsider-run institutions. Despite the considerable economic growth of the Asia-Pacific, poverty continues to be a major problem. One key way to create sustainable livelihoods and to provide poor households an escape route from poverty is microfinance. Since the early 1980s, microfinance practitioners have proven that the poor are creditworthy, capable of utilizing scarce capital efficiently in viable incom-generating projects and able to pay back their loans. Until recently the use of agricultural credit as a developmental tool seemed clear and straightforward. Most concerned people believed that increases in the volume of cheap credit were necessary to boost agricultural production, and that the rural poor could be brought into the mainstream of development through supervised credit programs. It seemed that certain ideal types of rural credit institutions offered the promise of meeting farmers' credit needs, and that experience in the industrialized countries with cooperatives and specialized agricultural finance institutions could be effectively transplanted to low-income countries. This collection of readings highlights facets of rural financial markets that have often been neglected in discussions of agricultural credit in developing countries.
