The term "1992 Project" refers to the portion of the 1987 Single European Act that commits the European Community to the completion of a single integrated market by 1992. The project has brought about a dramatic revival of interest in the EC and this volume is a product of that revival. It provides evaluations and estimates of the future of the integration process and of the EC itself. The contributors share two broad themes. The first is a view of the integration process as a multilevel game. The second is consideration of the consequences of that process.

Spurred on by the Single European Act of 1987 and by the plan to complete the Single Market by January 1, 1993, European integration has grown in scope and ambition with the profound changes in Europe's political and security landscape over the past several years. The Maastricht Treaty, agreed to at a meeting of the European heads of state and government on December 9-10, 1991, was a further step in the evolution of the European Community that in turn triggered a far-reaching debate on the future of European integration. This report examines how the process of European integration has has shaped and will shape the future European economic, political, and security environment and assesses the implications of these developments for U.S. policy. It covers developments up to the European Community summit in Edinburgh on December 11-12, 1992. It contributes to a larger project on the future U.S. role in Europe and implications for the United States Army. The broader project examines Europe's evolution since the end of the bloc-to-bloc system and the future U.S. and U.S. Army role in and contribution to European security.

Even as the 2013-2017 “migration crisis” is increasingly in the past, EU countries still struggle to come up with alternative solutions to foster safe, orderly, and regular migration pathways, Europeans continue to look in the rear-view mirror. This Report is an attempt to reverse the perspective, by taking a glimpse into the future of migration to Europe. What are the structural trends underlying migration flows to Europe, and how are they going to change over the next two decades? How does migration interact with specific policy fields, such as development, border management, and integration? And what are the policies and best practicies to manage migration in a more coherent and evidence-based way?

Far from displaying a uniform pattern of integration, the European Union varies significantly across policy areas, institutional development and individual countries. Why do some policies such as the Single Market attract non-EU member states, while some member states choose to opt out of other EU policies? In answering these questions, this innovative new text provides a state-of-the-art introduction to the study of European integration. The authors introduce the most important theories of European integration and apply these to the trajectories of key EU policy areas – including the single market, monetary policy, foreign and security policy, and justice and home affairs. Arguing that no single theory offers a completely convincing explanation of integration and differentiation in the EU, the authors put forward a new analytical perspective for describing and explaining the institutions and policies of the EU and their development over time. Written by a team of prominent scholars in the field, this thought-provoking book provides a new synthesis of integration theory and an original way of thinking about what the EU is and how it works.

A central question in political representation is whether government responds to the people. To understand that, we need to know what the government is doing, and what the people think of it. We seek to understand a key question necessary to answer those bigger questions: How does American public opinion move over time? We posit three patterns of change over time in public opinion, depending on the type of issue. Issues on which the two parties regularly disagree provide clear partisan cues to the public. For these party-cue issues we present a slight variation on the thermostatic theory from (Soroka and Wlezien (2010); Wlezien (1995)); our “implied thermostatic model.” A smaller number of issues divide the public along lines unrelated to partisanship, and so partisan control of government provides no relevant clue. Finally, we note a small but important class of issues which capture response to cultural shifts.
