The intent of this applied research project is not to point a finger at any one group or any organization. Rather than coming out as an indictment of the fire service and all those involved, this project seeks to provoke all who read it to ask themselves a simple question which strikes at the very roots of the entire fire service: is the fire chief of today ready for tomorrow?
