The goal of technology assessment (TA) is to lend support to society and policy making by promoting understanding of the problems related to the grand sociotechnical challenges of our time, as well as to assess the available options for managing them. Researchers from Japan and Europe reflected together in this book on country-specific developments to identify the conditions that must be present to anchor TA in science, politics, and society. This book helps us to learn about different cultures.

This book, first published in 1989, compares, contrasts and evaluates the nature, scale and direction of industry-academic interactions in Britain and Japan: the conversion of academic discoveries into practical products. Japan shows its outstanding ability to translate scientific ideas into high technology products. Within this wider investigation, detailed consideration is given to the manner in which these interactions promote innovation and technology transfer. The information in this study provides a perspective against which decisions can be made about industry-education interaction arrangements, and much of this information is largely unavailable outside Japan.

Technological advance affects almost all areas of human life. Rapid digitization, increased mobility, new biotechnologies, and nanotechnology deeply influence, amongst others, industrial production, entertainment, work, military affairs, and individual life. Besides overwhelmingly positive effects on wealth, comfort, innovation, and development, this also raises questions of unintended effects, of tensions with democracy, of the role of citizens, and of its sustainability facing environmental issues. Tools and procedures are needed to cope with this challenging situation. Technology assessment (TA) has been developed more than fifty years ago to enable science, the economy, and society to harvest the potential of new technology to the maximum extent possible and to deal responsibly with possible adverse effects. It was developed more than 50 years ago in the U.S. Congress and has diversified considerably in the meantime. Parliamentary TA in many European states and at the international level, participatory TA at the local and regional levels worldwide, and TA as part of engineering processes are the most relevant fields today. Technology assessment is a growing field of interdisciplinary research and scientific policy advice. This volume (a) gives an overview of motivations of TA, its history and its current practices, (b) develops a fresh theoretical perspective on TA rooted in social theory and philosophy, and (c) draws conclusions from the theoretical perspective for the further development of TA’s practices. It provides the first comprehensive view on the growing field of TA at the international level.

Representing the first book on the topic, this work offers the reader an introduction to the Japanese systems for health technology assessment (HTA) officially introduced by the Ministry of Health, Labour and Welfare (MHLW) in 2016. Policy and guidelines are discussed, with the relevant methods and conditions of cost-effectiveness analysis explained alongside. Numerous instructive examples and exercises, ranging from basic to advanced, impart valuable knowledge and insight on the quantitative methods for economic evaluation, which will appeal to both beginners and experts. This guidebook is authored by Japan’s foremost expert in HTA and pharmacoeconomics, with a view to strengthening the reader’s expertise in value-based healthcare and decision-making. The methods presented are essential to informing regulatory, local and patient decisions; as such, the book is equally recommended to industry and government, as well as academia, and anyone with an interest in Japanese HTA.

Russian in Plain English enables complete beginners to acquire the skill of reading words written in Cyrillic independently, with no English transcription or imitated pronunciation, within a short period of time. This book introduces the Cyrillic alphabet gradually, feeding in the letters and their various pronunciation aspects one by one over its ten units, thus building a complete picture of the Russian sound and writing systems. It also highlights the interrelationship of the two systems and helps learners to see the logic behind the use of the Cyrillic alphabet. In addition, the book teaches learners to produce Russian word stress on a marked syllable, contributing to stress acquisition. Furthermore, the book explains the basic grammatical features of Russian words and the rules of how to put them into sentences, enabling learners to start saying things in Russian from Unit 1. It employs some findings of research in language processing, helping learners to start building their speaking and reading skills. This book is an essential guide for all beginners, including students and independent learners.

This book is open access under a CC-BY license. Policy-making to address grand challenges faces greater complexity than any previous project of modernization. Future scenarios are haunted by uncertainty and there is real ambivalence as to the values that policy should strive for. In this situation decision-makers look to research and innovation to provide answers and solutions. But neither can the great transitions ahead be planned by science, nor will conventional methods of innovation bring such transitions about. A turn to interactive governance is therefore underway with policy-makers and citizens becoming increasingly involved in processes of deliberating futures. Technology Assessment (TA) is the art of structuring such processes. TA goes beyond traditional expert policy analysis by systematically combining a multi-disciplinary evidence base with participatory approaches to policy deliberation. TA thus seeks to act as a hub for serious and transparent dialogue between policy, industry, science, and society about the challenges ahead and the available options for overcoming them responsibly. This volume offers an up-to-date account of the expansion of technology assessment capacities across new European member states. The contributions of this volume are written by leading European researchers and practitioners in technology assessment (TA) and are based on the PACITA (Parliaments and Civil Society in Technology Assessment) project.
