Telecommuting or telecommunication can be categorized as an alternative type of work arrangement, whereby responsibilities or duties are carried out at an off-site location, not to mention that the employees utilize telecommunications technology to connect to the workplace. Scholars have demonstrated diverse factors behind the emergence and development of telecommuting. One of the factors is that several firms are downsizing their operations with the aim of lowering costs through reduction of the office space. Another factor is that the elevated competition from the United States and even the international scope has forced many organizations to adopt extended workdays together with flexible schedules of work so as to respond better to the needs of their customers. Furthermore, this concept has emerged due to the fact that there is an elevating affordable and cost effective development of computer and telecommunication technologies. Thus, teleworking has tremendously developed from its diffident beginnings in the early 1970s to achieve unparalleled level today and it is expected to continue expanding in the years to come. The objective of this essay is to discuss the nature of telecommuting, its impact on the individual and the organizations for which the teleworkers work along with its future development.

Originally presented at the 30th Research Conference on Communication, Information, and Internet Policy (TPRC 2002)—traditionally a showcase for the best academic research on this topic—their work combines hard data and deep analysis to explore the dynamic interplay between technological development and society.The chapters in the first section consider the ways society conceptualizes new information technologies and their implications for law and policy, examining the common metaphor of "cyberspace as place," alternative definitions of the Internet, the concept of a namespace, and measures of diffusion. The chapters in the second section discuss how technological change may force the rethinking of legal rights; topics considered include spectrum rights, intellectual property, copyright and "paracopyright," and the abridgement of constitutional rights by commercial rights in ISP rules. In response to a request from the Defense Advanced Research Projects Agency, the committee studied a range of issues to help identify what strategies the Department of Defense might follow to meet its need for flexible, rapidly deployable communications systems. Growth in the information and communication technology (ICT) sector has exploded over the past 20 years. Continuous dynamic market and technology developments in this sector have led to a phenomenon known as convergence, which is defined in this volume as the erosion of boundaries between previously separate ICT services, networks, and business practices. Some examples include cable television networks that offer phone service, Internet television, and mergers between media and telecommunications firms. The results are exciting and hold significant promise for developing countries, which can benefit from expanded access, greater competition, and increased investments. However, convergence in ICT is challenging traditional policy and regulatory frameworks. With convergence occurring in countries across the spectrum of economic development, it is critical that policy makers and regulators understand and respond in ways that maximize the benefits while mitigating the risks. This volume analyzes the strategic and regulatory dimensions of convergence. It offers policy makers and regulators examples from countries around the world as they address this phenomenon. The authors suggest that countries that enable convergence are likely to reap the greater rewards, but the precise nature of the response will vary by country. Hence, this book offers global principles that should be tailored to local circumstances as regulatory frameworks evolve to address convergence.
