Excerpt from Description of Proposals Relating to Superfund Coverage of Pesticide Contamination in Groundwater: Scheduled for a Field Hearing (Honolulu, Hawaii) Before the Committee on Ways and Means on May 31, 1985 Under present law, excise taxes are imposed on crude oil and certain chemicals, and revenues equivalent to these taxes are deposited into the Hazardous Substance Response Trust Fund In addition, $44 million per year of general revenue is authorized to be appropriated to the Superfund. These amounts are available for expenditures incurred in connection with releases or threatened releases of hazardous substances into the environment. These provisions were enacted in the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 which established a comprehensive system of notification, emergency response, enforcement, and liability for hazardous spills and uncontrolled hazardous waste sites.
