Building on five years of research, and drawing on criminology, science and technology studies (STS), socio-legal studies and social psychology, this book is the first non-medical book written on electric-shock weapons, of which the best well known is the TASER brand. The police’s ability to use force is one of their most crucial powers, yet one that has been relatively neglected by criminology. This book challenges some of the myths surrounding the use of these weapons and considers their human rights implications and impact on members of the public and officers alike. Drawing on STS, it also considers the role and impact of electric-shock technologies, examines the extent to which technologies and non-human agency may also play a role in shaping officer decision making and discretion, and contributes to long standing debates about police accountability. This is essential reading for policing scholars around the world, particularly those engaged with use of force, culture and accountability, as well as those engaged with Science and Technology studies.

TASER® Conducted Electrical Weapons are rapidly replacing the club for law-enforcement control of violent subjects within many countries around the globe. A TASER CEW is a hand-held device that delivers a 400-volt pulse with a duration tuned to control the skeletal muscles without affecting the heart at a distance of up to 6.5 meters over tiny wires. If necessary, it begins with an arcing voltage of 50,000 V to penetrate thick clothing; the 50,000 V is never delivered to the body itself. Due to the widespread usage of these devices and the widespread misconceptions surrounding their operation, this book will have significant utility. This volume is written for cardiologists, emergency physicians, pathologists, law enforcement management, corrections personnel, and attorneys.

“Have you anything special to do to-night, Ned?” asked Tom Swift, the well-known inventor, as he paused in front of his chum’s window, in the Shopton National Bank. “No, nothing in particular,” replied the bank clerk, as he stacked up some bundles of bills. “Why do you ask?” “I wanted you to come over to the house for a while.” “Going to have a surprise party, or something like that?” “No, only I’ve got something I’d like to show you.” “A new invention?” “Well, not exactly new. You’ve seen it before, but not since I’ve improved it. I’m speaking of my new electric rifle. I’ve got it ready to try, now, and I’d like to see what you think of it. There’s a rifle range over at the house, and we can practice some shooting, if you haven’t anything else to do.” “I haven’t, and I’ll be glad to come. What are you doing in the bank, anyhow; putting away more of your wealth, Tom?” “Yes, I just made a little deposit. It’s some money I got from the government for the patents on my sky racer, and I’m salting it down here until Dad and I can think of a better investment.” “Good idea. Bring us all the money you can,” and the bank clerk, who held a small amount of stock in the financial institution, laughed, his chum joining in with him. “Well, then. I’ll expect you over this evening,” went on the youthful inventor, as he turned to leave the bank. “Yes, I’ll be there. Say, Tom, have you heard the latest about Andy Foger?” “No, I haven’t heard much since he left town right after I beat him in the aeroplane race at Eagle Park.”

Too often, military and law enforcement authorities have found themselves constrained by inadequate weaponry. An emerging category of 'non-lethal weapons' carries promise for resolving this dilemma, proffering new capabilities for disabling opponents without inflicting death or permanent injury. This array of much more sophisticated technologies is being developed, and could emerge for use by soldiers and police in the near future. These augmented capabilities carry both immense promise and grave risks: they expand the power of law enforcement and military units, enabling them to accomplish assigned missions with greater finesse and reduced casualties. But they may also be misused - increasing maligned applications and inspiring leaders to over-rely upon a myth of 'bloodless combat'. This book explores the emerging world of non-lethal weapons by examining a series of case studies - recent real-world scenarios from five confrontations around the world where the availability of a modern arsenal might have made a difference.

Negative sentiment regarding conducted energy weapons is due largely to a lack of understanding about the technology behind such weapons and a misunderstanding of those weaponsOCO physiological effects. Media accounts that speculatively associate sudden in-custody deaths with the use of conducted energy weapons only add to the confusion. TASER ELECTRONIC CONTROL DEVICES AND SUDDEN IN-CUSTODY DEATH documents 310 deaths in the United States proximate to the application of TASER electronic control devices from 1983 through 2006. The study examines the phenomenon of sudden death as it relates to electromuscular disruption technology and TASER electronic control devices by constructing 213 cases studies, dating from 1983 through 2005, and analyzing information available from news accounts, police reports, and autopsies. After reviewing the available evidence from this extensive case study, the author concludes that these conducted energy weapons are excluded as the cause of death in 182 of the 212 cases. In only two cases did the evidence tend to confirm the weapon was either a cause of death or a significant contributing factor. While arguing that the TASER electronic control devices are safe less-lethal weapons, the author also cautions that they are not completely effective. He notes that the weapons were not effective in subduing more than 60 percent of violent or aggressive subjects in the 213 case studies, and he documents 131 cases of fatal police shootings and one police fatality following the failure of the weapons. The only way to determine whether the TASER electronic control devices is responsible for deaths is to separate evidence from conjecture and analyze the facts of each case. This book will be an excellent resource for law enforcement professionals, attorneys, investigators, and criminal justice personnel."

Hitherto 'less-lethal' weapons, in contrast to classical firearms and other highly destructive weapons, have literally slipped under the radar of public international law. This book is the first monograph addressing and analysing all international legal regimes applicable to less-lethal weapons, ranging from arms control treaties, international humanitarian, criminal and human rights law. In doing so the different scenarios in which less-lethal weapons come to use will be taken into account, such as law enforcement, armed conflict and law enforcement scenarios during armed conflict. The relationships between the different legal regimes will be elaborated thoroughly with a view to examining how international law responds to less-lethal weapons. The final chapter provides guidelines as well as recommendations on appropriate use and regulation of less-lethal weapons, where the different scenarios of application, such as in armed conflict and law enforcement, will be given due account.
