The International Development Law Organization (IDLO) and the Center for International Forestry Research (CIFOR) assessed the legal frameworks that govern land-use activities and investments in Mozambique. Mozambique’s legal framework for environmental management is well developed, and recent legal reforms have strengthened key public interest safeguards. Similarly, the country has established a comprehensive framework for investment through the Investment Law and Investment Promotion Centre (CPI), and enshrined in the Land Law the right to the use and benefit of land (DUAT). The Environmental Impact Assessment (EIA) process places public consultation at the heart of effective environmental management. It extends participation to a broad spectrum of stakeholders at an early stage, allowing, in theory, substantial influence over the design and implementation of the EIA process. The National Council for Sustainable Development (CONDES) and the Ministry for Environmental Coordination (MICOA) have not managed, however, to influence high level government policy decisions and push convincingly for a sustainable development agenda.

Participatory Planning for Climate Compatible Development in Maputo, Mozambique is a practitioners’ handbook that builds upon the experience of a pilot project that was awarded the United Nations ‘Lighthouse Activity’ Award. Building upon a long scholarly tradition of participatory planning, this dual-language (English/Portuguese) book addresses crucial questions about the relevance of citizen participation in planning for climate compatible development and argues that citizens have knowledge and access to resources that enable them to develop a sustainable vision for their community. In order to do so, the author proposes a Participatory Action Planning methodology to organise communities, and also advances mechanisms for institutional development through partnerships.

Countries around the world are undergoing a paradigm shift in energy supply from centralised, fossil-fuelled supply systems to a decentralised, intelligently networked and climate-friendly form of energy supply. Countries in the Global South are playing a key role in this development. There, innovative, decentralised supply systems are already being used intensively in order to connect more people to a reliable and modern system of power supply. Using Mozambique as an example, this study shows how a smartly networked energy supply system grows from the bottom up. It focuses particularly on possible supply strategies and technologies as well as on the political and economic drivers of and barriers to smart power supply. This is the basis for strategies designed to achieve important global development goals—especially in the areas of energy, the climate, health and poverty reduction.

The Government of Mozambique, in conjunction with the World Bank and other donor agencies, is preparing a strategy for agricultural development in Mozambique. For this strategy to promote sustainable development, it must take into consideration the environmental implications of the proposed courses of action. The strategy should identify vital environmental risks associated with the development of natural resources and suggest alternative ways to reduce these risks and to ensure sustainability. This paper identifies the most important factors affecting the environment in Mozambique as they relate to agricultural and rural development. The paper also discusses developments in other economic and social spheres which have an impact on the development of the agricultural sector as well as the potential risks they may pose to the environment.
