Access to sustainable energy is essential for development, poverty reduction and food security. Rwanda, like many other developing countries, is working on identifying sustainable energy solutions to ensure access to energy. Bioenergy is one possible form of renewable energy that countries are looking at to supply part of their energy portfolio. Rwanda currently relies on traditional biomass for energy supply, and shifting away from traditional biomass use would lower its dependency on traditional biomass and improve access to modern sustainable energy forms. Sustainable bioenergy interlinks closely with the agriculture sector, therefore it is necessary to find specific options that minimize negative impacts on the environment and food security. This accomplishes the dual purpose of energy security and food security. This report assesses the use of agriculture residues for the production of bioenergy in Rwanda. The methodology used for the assessment is the Bioenergy and Food Security (BEFS) approach of the Food and Agriculture Organization of the United Nations (FAO). The report provides a detailed assessment of the potential of crop, livestock and woody biomass availability for the production of off-grid electricity solutions and cooking fuels. Through the assessment, a number of specific bioenergy pathways are identified as suitable for bioenergy production. These options should be carried forward for piloting in the country and ground truthing.

Zambia is richly endowed with a wide range of biomass sources including woodlands, forests, agricultural residues and livestock waste. Biomass energy contributes supplies over 70 percent of the country’s energy needs. Due to the current extraction and consumption methods, the use of biomass energy has been linked with detrimental environmental effects such as deforestation and forest degradation as well as climate change, due to the loss of carbon sinks. Inefficient utilisation of biomass contributes significantly to deforestation which is estimated at between 79 000 – 150 000 ha per year, and negatively affects the health and income of rural households that depend on forest products for their livelihoods. Sustainable bioenergy strategies and alternative bioenergy solutions need to be defined and integrated into current efforts of the country to increase stable and sustainable access to energy. This report assesses the country context and defines which bioenergy options can be viable considering a number of solutions for electricity production, cooking fuels and transport fuels at the provincial and district level. Possible options originating from crop residues, livestock residues and forest plantation harvesting residues are identified, having netted out agriculture and forestry needs. The assessment now needs to be followed by local verification and investment to deploy an initial set of bioenergy projects and test the findings on the ground.

Over the last six years, the Food and Agriculture Organization of the United Nations (FAO) has developed the Bioenergy and Food Security (BEFS) Approach to help countries design and implement sustainable bioenergy policies and strategies. The BEFS Approach consists of two sets of multidisciplinary and integrated tools and guidance (the BEFS Rapid Appraisal and the BEFS Detailed Analysis) to facilitate better decision on bioenergy development which should foster both food and energy security, and contribute to agricultural and rural development. The development of the BEFS Approach was for the most part funded by the German Federal Ministry of Food and Agriculture. Recognizing the need to provide support to countries that wanted an initial assessment of their sustainable bioenergy potential, and of the associated opportunities, risks and trade offs, FAO began developing the BEFS-RA (Rapid Appraisal). The BEFS RA is a spreadsheet-based assessment and analysis tool designed to outline the country's basic energy, agriculture and food security context, the natural resources potential, the bioenergy end use options, including initial financial and economic implications, and the identification of issues that might require fuller investigation with the BEFS Detailed Analysis.

Both global food and energy systems are increasingly faced with major challenges regarding food security and non-fossil energy provision, respectively. Organic or low-input agriculture as well as bioenergy production may contribute to securing rising food and energy needs. However, low-input agricultural systems are challenged for their lower productivity compared to high-input systems. Moreover, bioenergy systems are often criticized for their unsustainable high-input cropping systems. Consequently, innovative approaches are needed to optimize both sectors. A promising strategy may be the integration of organic or low-input agricultural systems with agricultural bioenergy production with the objective to increase both productivity and sustainability of land use systems. This dissertation examines the opportunities and risks of integrated bioenergy production in organic and low-input agricultural systems, based on the example of two bioenergy technologies, anaerobic digestion (AD) and integrated generation of solid fuel and biogas from biomass (IFBB), by assessment of their structural framework conditions, systematic implications, as well as economic and risk performance. In a final step, the role of integrated agricultural bioenergy production within the context of the so-called sustainable intensification is debated.

Identifying sustainable sources of renewable energy is key to ensuring that countries can grow on a sustainable path that also meets climate change targets as outlined in countries’ NDCs. Among renewables, bioenergy can attract investments in the rural sector and help farmers to improve their income by increasing agricultural production and diversifying markets for by-products, such as digestate. FAO’s Bioenergy and Food Security (BEFS) Approach assists countries in defining which bioenergy options can be both sustainable and viable while ensuring food security and protecting the environment.In Rwanda the agriculture sector plays a key role in its economy, contributing around one-third of the country’s GDP and employing approximately 70 percent of the working population. The livestock sector is an important economic sector and agriculture sub-subsector. Driving change through this sector can provide win-win solutions to achieve poverty reduction targets.Bringing in the energy facet through bioenergy options such as biogas can further corroborate these strategies by also addressing energy access and energy substitution targets.After the genocide, the government worked on re-establishing the livestock sector, and in 2003 the poverty reduction strategy flagged developing a biogas programme as one of the elements the country should pursue. The programme has been ongoing until recently when a detailed review of the sector was implemented due to the relatively limited number of households implementing the systems. This report aims to shed some light on the issues around biogas viability in Rwanda and how to possibly strengthen biogas in the country.
