This document is a responce to the Federal Energy Regulatory Commission Staff's December 31, 2012 letter to the Alaska Energy Authority (AEA) regarding the Revised Study Plan for the referenced Project filed by AEA on December 14, 2012. The December 31 letter states that 13 of the 58 study plans lack sufficient detail for the Commission to make a study plan determination. The Staff's letter appears to be based on concerns with the Revised Study Plan identified in a letter filed by the National Marine Fisheries Service dated January 2, 2013. Alaska Energy Authority disagrees with this characterization and addresses each of the matters raised by Staff's December 31 letter in this document.

This cover letter accompanies fourteen attachments. Six attachments (Attachments A-F) are two-part reports on Initial Study Report (ISR) Meetings--the first part contains the meeting transcripts and the second part contains the agenda and presentations. Eight attachments (Attachments G-N) are technical memoranda that were written during the 2014 study season of the Susitna-Watana Hydroelectric Project and submitted by the Alaska Energy Authority to the Federal Energy Regulatory Commission as a group filing. Attachment N consists of errata pages that replace an earlier technical memorandum submitted on September 30, 2014 and that also replace 16 pages for a presentation found in the report for the October 16, 2014 ISR Meeting. This set of documents deal with research being conducted for hydropower development on the Susitna River. The technical memoranda cover fluvial geomorphology, fishery methodology, aquatic habitat mapping, fish passage criteria, and mercury monitoring.
