In 1995, to determine the nature of law enforcement services provided on campus, the Bureau of Justice Statistics (BJS) surveyed four-year institutions of higher education in the United States with 2,500 or more students. This survey describes nearly 600 of these campus law enforcement agencies in terms of their personnel, expenditures and pay, operations, equipment, computers and information systems, policies, and special programs. The survey was based on the BJS Law Enforcement Management and Administrative Statistics (LEMAS) program, which collected similar data from a national sample of state and local law enforcement agencies.

This publication reports on the first survey of campus law enforcement agencies conducted by the Bureau of Justice Statistics since 1994-1995. The report presents data covering the 2004-2005 school year. Agencies serving 4-year U.S. universities and colleges with a fall 2004 enrollment of 2,500 or more, and those serving 2-year public colleges with a fall 2004 enrollment of 10,000 or more were surveyed. U.S. military academies and for-profit institutions were excluded. Data were collected in conjunction with the 2004 BJS Census of State and Local Law Enforcement Agencies. The survey instrument was patterned after the BJS Law Enforcement Management and Administrative Statistics survey. Data were collected describing campus law enforcement agencies, including personnel, expenditures and pay, operations, equipment, computers and information systems, policies, and special programs.
