Many countries now use agencies rather than ministries to deliver central government services. There have been many claims about the benefits of organizing and delivering government in this way, but there has been little research into how they work in practice. Agencies both reviews existing theories and models of 'agentification' and adds detailed analysis of major new empirical evidence. Based partly on a major international research project and partly on a reinterpretation of the existing literature, this book gets inside the world of agencies and ministries. An in-depth analysis of agencies in four EU countries serves as a basis for testing alternative theoretical models and developing a new approach to the complexities of contemporary government.

The Watergate scandal of 1973 claimed many casualties, political and otherwise. Along with many personal reputations and careers, President Richard Nixon’s bold attempt to achieve a sweeping reorganization of the domestic portion of the executive branch was also pulled into the vortex. Now, Mordecai Lee examines Nixon’s reorganization, finding it notable for two reasons. First, it was sweeping in intent and scope, representing a complete overhaul in the way the president would oversee and implement his domestic agenda. Second, the president instituted the reorganization administratively—by appointment of three “super-secretaries”—without congressional approval. The latter aspect generated ire among some members of Congress, notably Sam Ervin, a previously little-known senator from North Carolina who chaired the Government Operations Committee and, soon after, the Senate’s Select Committee on Presidential Campaign Activities—known to the public as “the Watergate Committee.” Asserting that Nixon’s reorganization effort represents a significant event in the evolution of the managerial presidency and public administration, Nixon’s Super-Secretaries presents the most comprehensive historical narrative to date concerning this reorganization attempt. The author has utilized previously untapped original and primary sources to provide unprecedented detail on the inner workings, intentions, and ultimate demise of Nixon’s ambitious plan to reorganize the sprawling federal bureaucracy.

It is essential for anyone involved in law, politics, and government to comprehend the workings of the federal independent regulatory agencies of the United States. Occasionally referred to as the "headless fourth branch of government," these agencies do not fit neatly within any of the three constitutional branches. Their members are appointed for terms that typically exceed those of the President, and cannot be removed from office in the absence of some sort of malfeasance or misconduct. They wield enormous power over the private sector. Independent Agencies in the United States provides a full-length study of the structure and workings of federal independent regulatory agencies in the US, focusing on traditional multi-member agencies, such as the Securities and Exchange Commission, the Federal Communications Commission, the National Labor Relations Board, and the Federal Trade Commission. It recognizes that the changing kaleidoscope of modern life has led Congress to create innovative and idiosyncratic administrative structures including government corporations, government sponsored enterprises governance, public-private partnerships, systems for "contracting out," self-regulation and incorporation by reference of private standards. In the process, Breger and Edles analyze the general conflict between political accountability and agency independence. They provide a unique comparative review of the internal operations of US agencies and offer contrasts between US, EU, and certain UK independent agencies. Included is a first-of-its-kind appendix describing the powers and procedures of the more than 35 independent US federal agencies, with each supplemented by a selective bibliography.
