What steps can be taken to assure that 8th graders make a successful transition to 9th grade? More students fail ninth grade than any other grade level. When middle school students took part in high school transition programs with a variety of different articulation activities, fewer students were retained in ninth grade. Ideally, these transition programs include activities that provide students and parents with current information about the new school, provide students with social support and opportunities for peer interaction during the transition, provide opportunities for parent involvement and bring middle school and high school personnel together to learn about one another's curriculum, special programs, requirements and expectations. School leaders can ease students' transition into high school by implementing transition programs that address the needs of students and their parents and that facilitate communication between middle school and high school teachers and support staff. Effective high school transition programs address the following key areas: (1) Providing parents and students with information about the new school; (2) Provide opportunities for peer interaction and social support; (3) Provide opportunities for parent involvement; (4) Provide opportunities for communication between middle and high school teachers and support staff; and (5) Provide academic support for incoming ninth graders. The transition between middle and high school is a defining moment for students on whether they drop out of school or progress to graduation. A majority of the students who eventually fail to graduate fall through the cracks during this transition period. This research brief gives several recommendations on how schools and school districts can help students make successful transitions to high school, including: (1) Districts should explicitly target initiatives and interventions at the ninth grade level, addressing both the academic and environmental challenges of transition; (2) Districts need to sustain a system-wide focus on explicit literacy instruction to improve student outcomes in high school; (3) Districts should combine structural changes with meaningful curricular and instructional supports; (4) Although remediation of struggling students can be a useful tool, a challenging academic curriculum may help keep students engaged and yield achievement gains; (5) Districts should develop student-level indicators/tracking systems to help target support and identify at-risk students before they fall too far off track in the transition to high school; and (6) The federal government and private philanthropy should invest in rigorous studies of how to use data and data systems to improve support and instruction, particularly for students making the transition to high school. This research brief examines the challenges and opportunities presented in evaluating whether an intervention achieves defined goals of increasing students' educational attainment, employment, and earnings after high school. The report concludes that evaluations should: (1) Distinguish between gross outcomes (such as how many young people attend college after high school) and net impacts (the extent to which these outcomes were caused by the policy or practice being studied, rather than by other factors;(2) Explore whether policies and practices have different net impacts for certain subgroups within the high school population; (3) Test policies and practices on a large scale and in a variety of real-world settings; (4) Include analyses of program implementation and cost; and (5) Acknowledge that certain policies and practices can make a significant difference for at-risk students even when the outcomes for these students do not appear favorable in an absolute sense. The report recommends that policymakers, administrators, and researchers work together to determine which interventions are most effective in preparing students for post-high school transitions. Expanded use of random assignment studies should continue, along with efforts to strengthen alternative, quasi-experimental methodologies. Net impact studies should be conducted at scale in real-world settings and be accompanied by analyses of program implementation and costs. These approaches will provide a better understanding of the prospects for widespread replication of successful efforts. Although acknowledging the challenge of conducting such evaluations, the author advocates that it can also improve high school accountability. (Contains 4 endnotes.).

What does the research say about effective transition systems between the middle grades and high school?
