This study reviews the current and future policy relevance of the five mission areas by assessing the research and innovation (R&I), economic, social and environmental trends influencing each area. The 'societal relevance' of each of the five mission areas is not contested as they all address complex challenges facing the EU that require action on the part of governments, businesses, education and research institutions and civil society. The mission areas are, to a greater or less extent, interlinked and the review underlines the systemic nature of the challenges and the need for concerted action to optimise synergies in implementing missions. The need for sustained R&I investment is evident for all five areas with differences in the extent to which weight is given to more 'research' (new discoveries) to more 'innovation' (implementation of existing or novel solutions). The scope of each area is sufficiently broad to stand the test of time to the 2030 horizon addressed by each respective mission. The review proposes three policy suggestions on the way in which mission areas should be defined and selected and their continuing relevance monitored.

The Mission 'A Soil Deal for Europe' (hereafter also referred to as the Mission Soil) addresses alarming developments in soil health degradation and the ensuing detrimental consequences for various essential ecosystem services. The mission relies on an elaborated and coherent strategy rooted in yet going well beyond what could be achieved through Horizon Europe's research and innovation (R&I) actions alone. The focus on local testing grounds (the 100 living labs and lighthouses), monitoring, training and engagement activities represents a promising way of engaging stakeholders, facilitating experimentation and diffusing learning. Moreover, the R&I actions provide the fundaments for a range of complementary non-R&I actions of both public and private actors. Particularly salient is the development of harmonised indicators, which is a precondition for the implementation of potentially game-changing legislation and incentive schemes. While some possibilities for improvement were identified, the governance arrangements, policy instruments and budgets that have been selected appear to offer a feasible pathway to achieving the implementation plan. Rolling out that plan is progressing well, both in launching Horizon Europe calls and in exploiting synergies with other EU policies like several Green Deal strategies and the CAP. Moving forward, enhanced multi-level governance (involving national, regional and local stakeholders) remains a medium to long term need in order to optimise the mission's impact.

The Mission Climate Change Adaption's (Mission CCA) focus on territorial cohesion is ambitiously targeted at generating transformative innovation that solves a major societal challenge. It has fostered coordination between the European Commission and European Environmental Agency, yet wider coordination between the EU, national and sub-national levels is still insufficient to multiply the mission's reach and impact. The mission's intervention logic is sound, nevertheless the goal of 'resilient regions or communities' is not fully measurable and the 'deep demonstrators' concept needs further development. The mission's instruments (charter, calls) and implementation platform (MIP) are assessed largely positive, helping to put CCA on regional and local authorities' policy agendas. However, there is a trade-off between the breadth and depth of mission actions, and momentum needs to be sustained through actions on the ground helping to further mobilise and leverage other EU, national or regional policy instruments as well as the private sector. Seven options for future development are proposed: greater national inclusion; enhanced cooperation with regional and local authorities; increased synergies with EU centrally managed programmes and cohesion policy; enhanced use of monitoring and evaluation methodologies; availability of adaptation finance and mobilisation of businesses; and a strengthened role for the MIP.

The Mission 'Restore our Ocean and Waters' covers systemic efforts to restore the health of the ocean, seas and waters by 2030. Addressing the hydrosphere as a connected system of ocean, seas, coastal and inland waters is bold, necessary, and timely given the existential threat that degraded water ecosystems poses to humanity. The mission is implemented in coherence with the existing key EU policy and regulatory initiatives. The significance of the intervention lies in its comprehensive approach to mobilising stakeholders and citizens in efforts to protect and regenerate nature's aquatic resources. In less than two years, the mission has established four dedicated lighthouses in major European ocean, sea and river basins as place-based multi-level coordination and implementation hubs. The lighthouses are working to strengthen basin-scale cooperation among riparian countries, regions and a wide range of relevant organisations, networks, and governance bodies. Their goal is to develop, demonstrate and deploy at scale innovative solutions to tackle the identified problems linked to the health of the water system, inherently cross-border and international challenges. The first rounds of dedicated mission projects and support activities have been successfully initiated, laying the foundations for mission governance and implementation operations and actions.

The EU Cancer Mission aims to improve the lives of more than 3 million people by 2030, through prevention, cures and by enabling those affected to live longer and better. It is an ambitious yet realistic mission addressing a societal challenge. It seeks to ensure equitable access along the cancer control pathway: from prevention and early diagnostics to treatment, survivor support and end-of-life care. The mission demonstrates European leadership in tackling this critical disease. The governance framework, under the co-leadership of the directorate generals for research and innovation and health, mobilises a balanced mix of stakeholder groups at EU and national levels, to steer and implement the mission. Shared management of the mission and the Europe's Beating Cancer Plan ensures policy alignment. The mission is progressing to plan and is likely to create added value compared to existing policy instruments. A portfolio of actions is in place and national cancer mission hubs will support dialogue between and coordination of national stakeholders on cancer prevention and control. The report makes several recommendations to improve traction at the national level, reshape elements of the mission governance, monitor funded activities, and shape communication to increase understanding in society about the mission's goals.

Focusing on cross-sectoral, systemic, and place-based solutions, the 'Cities Mission' represents a major effort to achieve climate neutrality in specific urban environments and identify the key levers in the governance and achievement of urban transitions towards climate neutrality. This intervention is significant and timely because many cities have already defined ambitious climate targets and long-term visions but are confronted with an 'implementation gap' and challenges that they will not be able to address on their own. In less than two years, the Cities Mission has been able to bring together 112 European cities from Member States and associated countries, with more cities soon to be added through a 'twinning' programme. In addition, several Member States have set up their own platforms and programmes in support of the mission to extend support to non-selected cities. In addition to a growing network, the Cities Mission has also delivered tangible results in the form of a transnational NetZeroCities platform and the publication of the first climate cities contracts, which outline city-level transformation pathways and investment plans to achieve climate neutrality by 2030.

This volume explores the implementation of key gender policies in international peace and security, following the adoption of UN Security Council resolution 1325 in October 2000, the first thematic resolution on Women, Peace and Security. How should we understand women’s participation in peace processes and in peace operations? And what forms of gendered security dynamics are present in armed conflict and international interventions? These questions represent central themes of protection and participation that the international community has to address in order to implement UNSCR 1325. Thus far, the implementation has often employed varying approaches related to gender mainstreaming, a third theme of the resolution. Yet, there is a dearth of systematic data which until recently has restricted the ability of researchers to evaluate the progress in implementation and impact of UNSCR 1325. By engaging with both empirics and critical theory, the authors of this edited volume make important contributions to the gender, peace and security agenda. They identify some of the problems of implementing UNSC 1325 and offer a sobering assessment of progress of implementation and insights into how to advance our understanding through systematic research.
