The United States military is in a period of transformation and is consequently conducting significant research, analysis, and experimentation to determine the nature of future warfare and its required joint force capabilities. U.S. Joint Forces Command, the lead military organization tasked with exploring military transformation and experimentation has proposed that joint and combined operations in the 21st century will be characterized by a concept known as Rapid Decisive Operations (RDO). As part of the research and analysis of the RDO concept, exploration into the ways in which the Joint Force Commander (JFC) will need to organize their command and control (C2) architecture to match the future war fighting environment is occurring. Based on initial evidence, it appears that the current C2 architecture and "ad hoc" nature of JFC's headquarters structure will not adequately support the RDO concept. An entirely new approach to organizing the JFC C2 architecture is needed in order to more efficiently and effectively plan and execute an effects-based campaign; thereby fully capitalizing on the speed and agility envisioned RDO. This paper proposes that an Effects-Based Command and Control architecture may be the answer. An Effects-Based Command and Control architecture is primarily based on the ability to plan, coordinate, and execute an effects-based campaign; taking into consideration all elements of national power in order to counter the adversary. This conceptual C2 architecture leverages and incorporates the interrelated concepts of RDO, effects-based campaigning, effects-based operations, the Standing Joint Force headquarters organization, and joint tactical groups/joint tactical actions into one complete C2 structure for the JFC.

General Kenney Reports is a classic account of a combat commander in action. General George Churchill Kenney arrived in the South- west Pacific theater in August 1942 to find that his command, if not in a shambles, was in dire straits. The theater commander, General Douglas MacArthur, had no confidence in his air element. Kenney quickly changed this situation. He organized and energized the Fifth Air Force, bringing in operational commanders like Whitehead and Wurtsmith who knew how to run combat air forces. He fixed the logistical swamp, making supply and maintenance supportive of air operations, and encouraging mavericks such as Pappy Gunn to make new and innovative weapons and to explore new tactics in airpower application. The result was a disaster for the Japanese. Kenney's airmen used air power-particularly heavily armed B-25 Mitchell bombers used as commerce destroyers-to savage Japanese supply lines, destroying numerous ships and effectively isolating Japanese garrisons. The classic example of Kenney in action was the Battle of the Bismarck Sea, which marked the attainment of complete Allied air dominance and supremacy over Japanese naval forces operating around New Guinea. In short, Kenney was a brilliant, innovative airman, who drew on his own extensive flying experiences to inform his decision-making. The process of JMETL development involves the examination of the missions of a combatant commander, subordinate joint force commander, and functional or Service component commanders in order to establish required warfighting capabilities consisting of joint tasks, conditions, and standards. This handbook is intended to assist the combatant commands describe required capabilities in a form useful in the planning, execution and assessment phases of the joint training system. Each year, the United States Army, Europe (USAREUR) undertakes a conference-study program on a matter of strategic significance, with several objectives. The topic relates to USAREUR's mission; anticipates future requirements; contributes toward building democratic norms within the militaries of emerging democracies; and serves to inform the USAREUR staff, higher headquarters and other U.S. Government agencies of active measures to improve current practices. In 1996, USAREUR undertook to study "Problems and Solutions in Future Coalition Operations." That topic was germane not only because of the U.S. Government's participation in several current coalitions, but also because USAREUR will continue to be in the vanguard, participating in a wide variety of multinational operations. While coalitions may be a way of life for most militaries, changes in the geostrategic environment over the past several years have created new challenges and opport- unities for U.S. participation. Protecting the Kurds in Iraq after the Gulf War, supporting humanitarian relief operations in Rwanda, deploying a preventive diplomacy force to the Former Yugoslav Republic of Macedonia to guard against a spillover of the Balkan conflict, and providing forces to support the implementation of the Dayton Accords for Bosnia have tested the United States' ability to work with new partners, in support of new missions, in unfamiliar parts of the world. There are important similarities and differences between these new coalition operations, and large military operations and bygone NATO plans for operations in Europe against the Warsaw Pact. In fact, some of the former Warsaw Pact states are now partners in coalitions with the United States Other countries from Africa and Asia Minor have participated as well.
