Excerpt from Mines Statement, 1898 The Mining Bill, to consolidate the existing Act and its several amendments, which was introduced last session, will be again brought forward. The Bill having been widely circulated throughout the colony, amongst all classes of persons interested in the mining industry, has generally met with approval. A very large number of suggested amendments have been received, some of which are forwarded by those who, from experience, are qualified to judge of the varied requirements of the mining community. These suggestions will be submitted for the consideration of the Goldfields and Mines Committee when the measure is before it. The special conditions under which the dredging industry, a form of mining of recent introduction, is now carried on have rendered it necessary that power should be taken to frame regulations to provide for the more efficient management of dredges, and the safety of the workmen employed. The Sunday Labour in Mines Prevention Act, brought into force last year, has enabled the Inspectors of Mines to enforce compliance with its provisions, and all Sunday labour in mines and batteries, except in those cases in which per mission has been granted, has now ceased. Permits have only been granted in cases in which the special conditions under which operations were being carried on demanded their use. The provisions of the Mining Companies Act Amendment Act of last year, making the directors of no-liability companies by whose authority debts are incurred responsible for the payment thereof, has given a feeling of security to those who work for or supply goods to such companies. Excerpt from Report of Proceedings of the American Mining Congress: Sixteenth Annual Session, Philadelphia, Pa; October 20-24, 1913 From this source, I believe, has sprang power ir the world of com merce; for in every age, and in every country, quality has counted, does count, and will continue to count as a commercial factor. Many of our largest producers market their products in from sixty to ninety different countries beyond the limits of the United States and in many cases they have been so marketing their product through three to four generations of propri etors, in some cases their products selling at prices 100 per cent. Higher than the price asked by an unsuccessful rival manufacturer in any other country and endeavoring to compete for the same trade. We count in Philadelphia one of our great benefits, one of our largest assets, a certain love of life and a certain contentment with existing condi tions characteristic of the great body of our labor. We had one large strike a few years ago, in which men were for a time out of employment. Disorder was threatened, but the net result showed a property loss of less than 250 thousand dollars - not more than an ordinary fire. In 1877, return ing from Colorado, I was held up in Pittsburgh and saw five million dollars' worth of property destroyed within three days. This is not spoken in condemnation of Pittsburgh, nor in praise of Philadelphia, but as a broad indication that times and sentiments in 1912 are far in advance of what they were in 1877. But in Philadelphia we have the habit of keeping our heads. With the great majority the rule is to do the right thing without expecting immediate repayment from the Great Power that rules. Excerpt from Mining and Scientific Press, Vol. 107: July to December 1913 Advertising the results of company meetings is common in England, but is sufficiently nu usual in the United States to warrant calling atten tion to the announcement of the Minerals Separa tion American Syndicate, Limited, appearing in this issue. In these days when company success depends upon public support, expenditure for publicity is as legitimate as for raw materials. The danger to be guarded against is the placing of paid matter in the reading pages, the disguising of advertisements. That has been a common practice in the United States, though not, we are glad to say, one adopted by technical journals. The day for such misbrand ing is rapidly passing. The great public service corporations find it better to take paid space and fill it with plain statements of fact, even in news papers that editorially oppose their policies, than surreptitiously to own weak journals. The public is quick to detect and to discount tainted news. And a reputation for printing it kills the influence and therefore the income of a paper more swiftly than most violent, but evidently honest, partisanship. The advertising pages of a good technical journal afiord a medium for reaching an especially thoughtful and influential audience, but to do so effectively the ad vertiser must have a message of real import and must tell it plainly.
