Competition within the DIB is vital to the Department for several reasons. When markets are competitive, the Department reaps the benefits through improved cost, schedule, and performance for the products and services needed to support national defense. During initial procurement, incentivizing innovation through competition drives industry to offer its best technical solutions at a best-value cost and price. During contract performance, the expectation that contractors will have to compete against other firms in the future encourages them to perform effectively and efficiently. Competition is also an indicator of the necessary industrial capability and capacity to deliver the systems, key technologies, materials, services, and products the Department requires to support its mission. Insufficient competition may leave gaps in filling these needs, remove pressures to innovate to outpace other firms, result in higher costs to taxpayers as leading firms leverage their market position to charge more, and raise barriers for new entrants. Moreover, having only a single source or a small number of sources for a defense need can pose mission risk and, particularly in cases where the existing dominant supplier or suppliers are influenced by an adversary nation, pose significant national security risks. For all these reasons, promoting competition to the maximum extent possible is a top priority for the Department. This report lays out five broad recommendations to spur increased competition in the DIB. Section 1 of this report provides an overview of the state of competition in DIB and introduces cross-cutting challenges and recommendations related to M&A, IP, and reliance on commercial items. Section 2 focuses specifically on the health of the small business DIB and recommendations to increase the small business vendor base. Section 3 provides a sectoral assessment across five priority areas, with recommended mitigations across each of these areas.

Moreover, competition will be imperative early in the R & D phases, given the growing enthusiasm for evolutionary acquisition and quicker development and production cycle times. As witnessed in both commercial and defense industries, competition not regulation, compels industry to integrate advanced technologies into producible systems and deploy them to the marketplace in this case the warfighter-in the shortest time practicable.

The Panel on Business Challenges within the Defense Industry conducted hearings, held roundtable discussions with industry, and reviewed many studies and publications that have examined the Defense Industrial Base (DIB) in order to gain insight into the complexity of the industrial base and the wide variety of factors influencing business behaviour and the shaping of the DIB. These efforts highlighted that the DIB is unique in that the Department of Defense (DOD) plays a role as both the customer and regulator of the DIB. Conclusions include: 1) It would be a mistake for the U.S. to seek complete independence for its defense industrial base; 2) Government, industry, and labor all share in the blame for the raging 'adversarial relationship' that exists, but the greater degree of fault is the government's; 3) The problem transcends the Department of Defense and the defense industry; 4) Without stability in the defense acquisition and budgeting process, no real solution is possible; 5) Any solution that works will be expensive; 6) The Defense Industrial Base is not just the prime contractors; 7) Producibility is crucial; 8) The nation needs an 'attitude check'; 9) American industry deserves better support than it has been getting from American government. Recommendations include: 1) A Presidential Commission---on the order of the Packard and Scowcroft Commissions---should be appointed to chart a course; 2) DoD should begin now, before the Commission starts its work, to gather crucial information that does not presently exist; 3) The Commission should re-examine the field of incentives and disincentives in defense production and plan reform of the tangled network of laws and regulations that have led us to the current condition; 4) Avoid hasty legislation; 5) DoD should adopt a more objective stance in its dealings with the defense industry; 6) Prime contractors should nurture the supplier-contractor base.
