A special inspection of Equal Opportunity/Sexual Harassment & sexual misconduct policies & procedures at initial entry training organizations. This assessment was the result of a series of well-publicized incidents of Sexual Harassment &/or Sexual Misconduct (SH/SM) which occurred in the training base. In each case the issue dealt with individual abuse of authority & failure to maintain appropriate individual standards of conduct. Three elements were identified as essential for the effective deterrence of SH/SM: command emphasis, timely & effective Equal Opportunity/Sexual Harassment training, & chain of command execution of the complaint process.
