Noteworthy among many articles on implementing the Party Congress directives to push automation is a Science and Technology editorial warning against a narrow, production-oriented approach--a broad, socio-economic approach is needed. A Pravda editorial recounts barriers to automated production control; a Socialist Industry article specifies them with unusual directness--lack of authority to match responsibility for automation, unrealistic training, little help from some adivisory institutes, nondissemination of successful methods. Other articles discuss specific problems. Irkutsk is experimenting with a regionwide control/management system. Centralized territorial servicing of Minsk computers is highly successful in Riga but has not been adopted elsewhere or for other makes. The goal of 12-15,000 Ryad computers, publicized abroad, has yet to see print at home; the internal version is given. Other articles discuss information retrieval; tracking the Salyut orbital station; computer grading of written examinations and prediction of epidemics; establishment of an Administration of Scientific Instrument Construction. A survey article on the automation of Soviet railways reveals a number of different areas of railroad operation. In an article discussing automation implementation on a broad scale, an eminent Ukrainian economist identifies specific ways of closing the Soviet R and D gap. A recent International Symposium on Computer-Based Automation of Scientific Research is the basis for an article listing several projects in Novosibirsk intended to facilitate Soviet research--in particular, a light-pen graphics system and the AIST multiple-user time-sharing system. Some details of Soviet plans for a large-scale program of automation of industry and of national economic management are beginning to appear with the promulgation of the directives of the 24th CPSU Congress. All national industrial, transport, construction, and agricultural ministries are to have computerized management control systems in operation by 1975, the end of the current five-year plan. Articles describe computerized management goals, the SNCC options to local systems, agriculture's use of the computer network, and Lithuanian management systems for 10 industries in their republic. The 24th CPSU Congress ordered major national efforts in computing, automation, and systems analysis. High Soviet officials and executives take 3-month courses in the systems approach and econometric methods at the new Institute for Management of the National Economy. The Agriculture Ministry established a cybernetics research institute--the first step toward computational support for farming. Denying a Russian report, CDC states there are no CDC-7600s outside the U.S. Feature articles describe problems with youth; lack of progress on medical electronics and on the State Network of Computer Centers; the Donetsk, AKKORD, and other control systems; the first Soviet work on long-range forecasting; new applied mathematics faculties at 4 universities; a light-pen device that can photograph its alphanumeric and graphic displays. Binary-coded microfilm replaces punchcards and tape in the large computer system being developed by the Weather Service. Extensive feasibility studies for a Belorussian medical reporting system are the first SCR has seen. (Author).
