During the Soviet period the USSR conducted diplomatic relations with incumbent regimes while simultaneously cultivating and manipulating communist movements in those same countries. The Chinese case offers a particularly interesting example of this dual policy, for when the Chinese Communists came to power in 1949, their discovery of the nature of Moscow's imperial designs on Chinese territory sowed distrust between the two revolutionary powers and paved the way to the Sino-Soviet split.Drawing on newly available documents from archives in China, Taiwan, Russia, and Japan, this study examines secret agreements signed by Moscow and the Peking government in 1924 and confirmed by a Soviet-Japanese convention in 1925. These agreements essentially allowed the Bolsheviks to reclaim most of tsarist Russia's concessions and privileges in China, including not only Imperial properties but also Outer Mongolia, the Chinese Eastern Railway, the Boxer Indemnity, and the right of extraterritoriality. Each of these topics is analyzed in this volume, and translations of the secret protocols themselves are included in a documentary appendix. Additional chapters discuss Sino-Soviet diplomacy and the parallel history of Soviet relations with the Chinese Communist Party as well as the origins and purpose of the United Front policy.

Utilizes archival documents to argue against the perception that America turned its back on China during the Paris Peace Conference, a belief that convinced many Chinese to turn to Soviet Russia instead. The author contends that President Wilson did everything in his power to help China. Chapters focus on topics such as the origins of the United Front Policy, assertion of Soviet control over the Chinese Eastern Railway, the restoration of Russian territorial concessions, and Soviet Foreign policy and the Chinese Communist Party. This book provides a comprehensive introduction to the study of international diplomacy, covering both theory and practice. This second edition has been revised and updated, with new material on such key contemporary issues as Syria, Ukraine, migration and the South China Sea. The text summarizes and discusses the major trends in the field of diplomacy, providing an innovative theoretical approach to understanding diplomacy not as a collection of practices or a set of historical traditions, but as a form of institutionalized communication through which authorized representatives produce, manage and distribute public goods. The book: Traces the evolution of diplomacy from its beginnings in ancient Egypt, Greece and China to our current age of global diplomacy. Examines theoretical explanations about how diplomats take decisions, make relations and shape the world. Discusses normative approaches to how diplomacy ought to adapt itself to the twenty-first century, help re-make states and assist the peaceful evolution of international order. In sum, Understanding International Diplomacy provides an up-to-date, accessible and authoritative overview of how diplomacy works and, indeed, ought to work in a globalized world. This textbook will be essential reading for students of international diplomacy, and is highly recommended for students of crisis negotiation, international organizations, foreign policy and IR in general.

Quiet Diplomacy in Action is the first comprehensive account of the work of Max van der Stoel as High Commissioner on National Minorities for the Organization for Security and Co-operation in Europe (OSCE). Because Van der Stoel worked discreetly, until now very little has been written about his activities. This book takes the reader behind the scenes to explain why the post of High Commissioner was created, what his mandate is, how he worked in practice, and what recurrent themes and issues he encountered. Quiet Diplomacy in Action also gives a detailed summary of the High Commissioner's activities in the more than fifteen countries that he was involved with between 1993 and 2001. Major documents relating to national minorities in the OSCE context are included in an annex. As Michael Ignatieff writes in the Foreword: `Everyone talks about conflict prevention. One of the few senior figures that actually does it is the OSCE High Commissioner on National Minorities'. This book, written in co-operation with Mr. Van der Stoel, gives a unique insight into conflict prevention, minority rights, and the challenge of resolving inter-ethnic tensions. It should be considered a primary resource for all those interested in these subjects.
