The South Carolina Commission on Higher Education (CHE) serves as the coordinating board for South Carolina's 33 public institutions of higher learning and is responsible for serving a dual role within state government acting both as an advocate for higher education as well as an oversight entity on behalf of the General Assembly. The agency's primary value to the state lies in the benefit of having an entity responsible for bringing to light and working through a myriad of issues to assure a balance between student and taxpayer rights and institutional policies, aspirations and needs. CHE carries out its mission through statewide planning and working with institutions to promote quality, access and efficiency in the state's higher education system while balancing advocacy, stewardship and accountability. The major functions of the Commission can be categorized broadly into four areas including: advocacy and coordination, information services, accountability, and administration. These functions are carried out through activities of the CHE and each of its divisions including Academic Affairs and Licensing; Finance Facilities and Management Information Services; Student Services; and Access and Equity. This annual accountability report for Fiscal Year 2004-05 includes an executive summary, a business overview, and information pertaining to the elements of the Malcolm Baldrige Award Criteria per the Budget & Control Board's 2004-05 Accountability Report guidelines. The activities of the Commission, including the mission, goals, and performance measures are approved by the appointed Commission members as a component of the Executive Director's annual evaluation process. This publication provides a closer look at data reported annually by South Carolina's public institutions of higher education as part of institutional effectiveness reporting and as part of the process of performance funding. Prior to the January 2000 edition, this document was entitled "Minding Our P's and Q's: Indications of Productivity and Quality in South Carolina Public Colleges and Universities." In January 2000, the South Carolina Commission on Higher Education (CHE) substantially revised this publication in efforts to provide a source guide integrating data reported by the state's public colleges and universities in fulfillment of legislative requirements. In this report, the reader will find 11 sections highlighting various aspects of higher education. Sections 1 through 9 reflect the nine "critical success factors" identified by the General Assembly for South Carolina's public colleges and universities (Section 59-103-30). Data from both institutional effectiveness and performance funding reporting are combined in these sections. Often the data is presented by type of institution or sector, as identified in the legislation. The four sectors of institutions as defined in legislation are: (1) Research Universities; (2) Four-Year Colleges and Universities; (3) Two-Year Institutions-Branches of the University of South Carolina; and (4) State Technical and Comprehensive Education System. The CHE maintains historical data on institutions and when appropriate, three years of data are presented for comparison. Section 10, "Campus-Based Assessment," includes a summary of other institutional effectiveness reporting and the web addresses where detailed institutional reports are located. Finally, Section 11 contains each institution's performance ratings as approved by the CHE on June 2, 2005. After first appearing in 1979 in Tennessee, performance funding for higher education went on to be adopted by another 26 states. This monograph reviews research on a multitude of states to address these questions: • What impacts does performance funding have on institutional practices and, ultimately, student outcomes? • What obstacles and unintended effects do performance funding encounter? This monograph finds considerable impacts on institutional practices, weak impacts on student outcomes, substantial obstacles, and sizable unintended impacts. Given this, the monograph closes with a discussion of the implications for future research and for public policymaking on performance funding.
