The way a city sounds has something to do with how its residents move around and interact. It also has to do with the decisions made by the local government, as it tries to eliminate "harmful" and "unnecessary" sounds. This dissertation discusses how residents of São Paulo deal with noise conflicts and the sound-politics these mediations entail. The concept of sound-politics, which I develop throughout the dissertation, intersects with other concepts such as body politics and space politics and as such it denotes controversial sounds as instantiations of individual or collective differences. Here I focus on how state agents mediate controversial sounds. The narrative draws heavily on actor-network theory, which investigates social interaction as an open-ended and localized network made of humans and non-humans. The first part of the narrative discusses São Paulo's spatial organization, noise legislation, and the enforcement of this legislation. Drawing from ethnography at meetings designed to review noise measurement standards, and at São Paulo's anti-noise agency, I show the series of negotiations that accompany the identification and prosecution of noisemakers in the city. The second part of the dissertation looks closely at street parties that take place in the suburbs of São Paulo. Known as pancadões ("big thumps," in reference to the loudness), these parties feature funk carioca and funk ostentação, two styles of popular music, among lower class teenagers in São Paulo's suburbs. Based on fieldwork among youth, community meetings, and on interviews with police officers, I show how these parties have gone through noisification processes since they first emerged around 2008.

"It was mid-December 1610 in Mexico City. The Church was in its preparatory season of Advent, leading up to the celebration of Christ's birth at Christmas. The nuns of the Encarnacion convent had just celebrated the feast of the Immaculate Conception of the Virgin Mary, on 8 December. But now, in this time usually filled with joy, some of the nuns were nervous. Their choirbooks were missing. Without them, the nuns would not be able to celebrate the anniversary of Christ's birth adequately. A musician priest of the metropolitan cathedral, located just three blocks from the convent, had caused the nuns' alarm: Antonio Rodríguez Mata (d. 1643) had all five of the missing books. He had borrowed them from Sister Flor de Santa Clara, the convent "vicaria de coro" (choir vicar) but had failed to return them despite the convent's repeated requests. The diocesan vicar general and the attorney general were summoned. The nuns of the Encarnación demanded that Mata be imprisoned if he failed to return the books immediately following the denunciation. The threat of jail time was serious, but so too was the alleged offense: Mata was impeding the nuns from performing their liturgical music for Christmas"--

"To this day, both at home and beyond Mexico's borders, Silvestre Revueltas (1899-1940) has been systematically portrayed as a nationalist composer. Unknown or ignored, his private and public writings destroy this myth straight out. The then-fashionable musicking of a presumed Mexicanness was far from Revueltas' mind. Strongly inspired by the Soviet Revolution, his dream was to find ways to sound the voice of the social people, not only those wandering the Mexican streets but also the gypsy miners in Spain, the black slaves in the U.S. South, and those in Cuba in colonial times. The various soundings of such social actors account for the diversity of aesthetics in his works, explored in this book through a correlation of the musical texts with the composer's writings as well as his political activism: he was not only active at home as a leading member of the League of Revolutionary Writers and Artists, but also significantly as a member of the Mexican delegation visiting Republican Spain in the midst of the war against Franco's fascist troupes. With few exceptions, though, most of his works seek to transcend standards of political art expression, such as program music or scores variously linked to word or image. Significantly, Revueltas' early instrumental works appear to abstract a musical ontology from the time and space of his diverse and multiple social actors through a daringly free use of montage and collage. Avant-garde rebellion and satire are also present in his best-known late works. Revueltas's is a unique and provocative decolonial art that pokes fun at the cosmopolitanistic fantasies of his Eurocentric peers at home as well as exoticizing expectations abroad. In "Working Women, Working Men," Joel Wolfe traces the complex historical development of the working class in Sao Paulo, Brazil, Latin America's largest industrial center. He studies the way in which Sao Paulo's working men and women experienced Brazil's industrialization, their struggles to gain control over their lives within a highly authoritarian political system, and their rise to political prominence in the first half of the twentieth century. Drawing on a diverse range of sources--oral histories along with union, industry, and government archival materials--Wolfe's account focuses not only on labor leaders and formal Left groups, but considers the impact of grassroots workers' movements as well. He pays particular attention to the role of gender in the often-contested relations between leadership groups and thee rank and file. Wolfe's analysis illuminates how various class and gender ideologies influenced the development of unions, industrialists' strategies, and rank-and-file organizing and protest activities. This study reveals how workers in Sao Paulo maintained a local grassroots social movement that, by the mid-1950s, succeeded in seizing control of Brazil's state-run official unions. By examining the actions of these workers in their rise to political prominence in the 1940s and 1950s, this book provides a new understanding of the sources and development of populist politics in Brazil.

Composer, pianist, editor, writer, and pedagogue Mario Lavista (1943-2021) was a central figure of the cultural and artistic scene in Mexico and one of the leading Ibero-American composers of his generation. His music is often described as evocative and poetic, noted for his meticulous attention to timbre and motivic permutation, and his creative trajectory was characterized by its intersections with the other arts, particularly poetry and painting. Lavista was a relational composer; he did not write music as a private enterprise but for and alongside people with whom he established close relations. Understanding analysis as an affective practice, author Ana R. Alonso-Minutti explores the intertextual connections between the multiple texts--musical or otherwise--that are present in Lavista's music. Alonso-Minutti argues that, through adopting an interdisciplinary and transhistorical approach to music composition, Lavista forged a cosmopolitan imaginary that challenged stereotypes of what Mexican music should sound like. This imaginary becomes a strategy of resistance against imperialist agendas placed upon postcolonial peripheries. Departing from traditional biographical and chronological frameworks that exalt masters and masterworks, the author offers a nuanced, personal narrative informed by conversations with composers, performers, artists, choreographers, poets, writers, and filmmakers.
