This is one of the ESD Software Acquisition Management (SAM) Guidebook series. It identifies and categorizes regulations, specifications, and standards (RSS) relevant to acquisition of software for Air Force systems. This volume is a major revision of ESD-TR-75-91 (MTR-3080), October 1975. It identifies the version of each document mentioned in the original RSS guidebook and still in effect when this revision was prepared. It also identifies the additional RSS referenced in the other SAM guidebooks plus many other documents considered pertinent. The material has been substantially reorganized and reformatted for easier reference. For example, as an aid to retrieval by subject, the revision includes a Keyword in Context (KWIC) index of the titles and key title phrases of the relevant documents in effect when this revision was prepared. This report is one of a series of Software Acquisition Management Guidebooks which provide information and guidance for ESD Program Office personnel who are charged with planning and managing the acquisition of command, control, and communications system software procured under Air Force 800 series regulations and related software acquisition management concepts. It provides a reveiw of the validation and certification practices and procedures employed by industry and set forth in relevant Department of Defense and Air Force regulations, specifications, and standards. It (1) defines the terms 'validation' and 'certification', and distinguishes them from the term 'verification' as applied to software; (2) describes the software-related plannings, system engineering, and testing activities carried out by the Program Office which lead to system validation and certification; (3) provides guidance in planning and executing those software-related activities necessary to successfully achieve system validation and certification; (4) references other guidebooks in this series which provide more detailed information on the specific software techniques and tools required in system validation and certification; (5) references the appropriate Department of Defense and Air Force regulations, specifications, and standards that establish the basis for system validation and certification. The scope of this document is limited to those acquisition and development activities, occurring throughout the SAM cycle, which impact software maintenance. It includes discussions of system turnover to the using command and the transfer of program management responsibility to the supporting command. The computer program life cycle is also considered. Most of the information provided in this report covers the implementing command's responsibilities during the SAM cycle. However, software maintenance during the Deploymnet Phase is also discussed to provide the background for proper planning. Current programming concepts are discussed as well as the military regulations, specifications, and standards. Within these constraints, this report emphasizes what the Program Office can do to specify and procure maintainable software, including procurement of the facilities, support tools, and documentation necessary to support software maintenance activities. The Software Cost Estimation and Measurement guidebook is designed to assist Air Force personnel who are responsible for estimating and controlling the costs of embedded software within command, control, and communications systems. It provides a basic understanding of the current methodologies used in the formation of Air Force and contractor software cost estimates. Insight is provided into some of the problems (and reasons for the problems) associated with software cost estimates made by both Government and industry. The guidebook discusses the role of parametric models used in cost estimation and reviews three experimental predictive models. It also discusses the process of monitoring software costs and schedules while providing guidance to relevant military regulations, specifications, standards, and supporting literature.
