Intensification of forced population displacements as an onslaught of ethnic conflicts and human rights violation negatively affected the socio-economic status of many South Asian countries. Sri Lankan Internal Displacement (IDP) population escalated at a soaring rate subsequent to the historical military triumph over Tamil Eelam (Civil War) rebellions. Cataclysms of the prolonged insurgence disrupted livelihood activities thus imposing socio-economic impediments amidst thousands of displaced people.Among the affected, women were considered as most vulnerable. Owing to the loss of their counterpart family burdens shifted on their shoulders, in making them the de facto heads of households. These women engaged in numerous entrepreneurial activities in diverse sectors of the economy in order to supplement their families. Unfortunately, the outbreak of Eelam war 3 erupting from Eastern Sri Lanka destroyed many of their livelihoods.Despite such trauma women of North-eastern part of Sri Lanka, the sample under study were recently resettled from IDP camps to their previous villages. The IDP women were depend on government and International nongovernmental organization (INGO) assistance than adapting to the changes of their independent sustainable livelihood pattern. These women entrepreneurs found nothing than war ruins on their return hence, facing immense constraints to continue their livelihood activities as addressed, dependence rate also very high and current initiatives taken by the government/INGOs, were not sufficient and prevailing with some issues of their assistance programmes. There is requirement to make them independent entrepreneurs by providing training, changing mind sets for adaptation of the new livelihood. Further adaptation strategies by using local resources were discussed.

The Improving Connectivity to Support Livelihoods and Gender Equality project (JFPR 9143) sought to to improve connectivity and quality of life of conflict-affected and isolated poor communities in selected districts of the Eastern and North Central provinces of Sri Lanka, and supported the rehabilitation of over 290 kilometers of rural access roads. Rehabilitated and improved rural roads are beneficial to women, girls, men, and boys, as travel becomes convenient, faster, and safer, with better access to social services, such as education and health care. Business owners can gain access to new markets for their products. However, given gender roles, relations, and inequalities, investments in rural roads result in different constraints and opportunities for women, girls, men, and boys.

Sri Lanka has shown remarkable persistence in low female labor force participation rates—at 36 percent from 2015 to 2017, compared with 75 percent for same-aged men—despite overall economic growth and poverty reduction over the past decade. The trend stands in contrast to the country’s achievements in human capital development that favor women, such as high levels of female education and low total fertility rates, as well as its status as an upper-middle-income country. This study intends to better understand the puzzle of women’s poor labor market outcomes in Sri Lanka. Using nationally representative secondary survey data—as well as primary qualitative and quantitative research—it tests three hypotheses that would explain gender gaps in labor market outcomes: (1) household roles and responsibilities, which fall disproportionately on women, and the associated sociophysical constraints on women’s mobility; (2) a human capital mismatch, whereby women are not acquiring the proper skills demanded by job markets; and (3) gender discrimination in job search, hiring, and promotion processes. Further, the analysis provides a comparison of women’s experience of the labor market between the years leading up to the end of Sri Lanka’s civil war (2006†“09) and the years following the civil war (2010†“15). The study recommends priority areas for addressing the multiple supply- and demand-side factors to improve women’s labor force participation rates and reduce other gender gaps in labor market outcomes. It also offers specific recommendations for improving women’s participation in the five private sector industries covered by the primary research: commercial agriculture, garments, tourism, information and communication technology, and tea estate work. The findings are intended to influence policy makers, educators, and employment program practitioners with a stake in helping Sri Lanka achieve its vision of inclusive and sustainable job creation and economic growth. The study also aims to contribute to the work of research institutions and civil society in identifying the most effective means of engaging more women— and their untapped potential for labor, innovation, and productivity—in Sri Lanka’s future.

Northern Sri Lanka has been at the heart of the country’s 30-year civil war, a bloody conflict which has given rise to an estimated 40,000 households headed by women in this region. Based on fieldwork conducted in 10 villages and towns, this ePaper aims to identify and describe the most pervasive economic, physical and psycho-social vulnerabilities that female heads of households (FHHs) in the north face in the post-war context. It also traces how the state has shaped these vulnerabilities through its pursuit of a national security agenda under the guise of “reconstruction.” The response strategies that FHHs have deployed in response to these vulnerabilities range from the creation of innovative livelihood opportunities to acts of “everyday politics” that contest the structures of patriarchy and state-led domination which attempt to marginalize the diversity of FHHs’ stories, hardships and responses. These findings suggest that, rather than being passive victims of socio-political manipulation and oppression, FHHs are highly vulnerable but active agents in their own lives. Though inevitably influenced by unequal power relations and gendered norms, through their response strategies, they also contest the narrow identities constructed for Tamil women and their simplistic portrayal as either “powerless victims” or “empowered warriors”.
