2011 was a year marked by some key progress in European integration: new moves towards Treaty revision, new rules for economic and budgetary coordination, and a more evident role of the EU in national policymaking. In parallel, the destabilisation of the euro zone progressed: the long-term effects of the Greek crisis have not been tackled by European policymakers, while tension shifted from the EU periphery to the very core of the euro zone. Most Member States pursued punitive austerity measures. All these trends undoubtedly represent worrying signs for the future of the European Social Model. The European Union is therefore dealing with crucial questions about its future sustainability: the fate of the euro is in jeopardy, as is the very meaning of the European integration project. A new compromise is needed between economic competitiveness and social solidarity. The year 2012 has seen new developments in the EU’s economic crisis and renewed attempts to address its main causes. The European institutions have intensified their programme of promoting austere economic governance, while the political and institutional debates on democratic legitimacy and the effectiveness of the EU have intensified. In such a context, the ‘social dimension’ of Europe is clearly on the defensive with little progress towards more sustainable forms of growth. Almost undetected, however, the processes governing social policy in the context of the Europe 2020 strategy are slowly maturing and are being taken more seriously by key actors. This could prove to be highly consequential in future. The 2012 edition of Social developments in the European Union finds evidence of pending problems and new challenges. Discussions focus on both old tensions (double dip recessions and persistent economic turmoil in many Member States) and new questions about the EU strategy, which has resulted in a growing divide between Northern and Southern Europe and increased discontent among the general public, but done little to promote growth-friendly investment. This volume focuses on alternative measures to save the EU. Taking as a starting point the growing criticism of budget austerity, especially from international organisations such as the ILO and IMF, contributors propose new strategies for tackling the crisis. At the top of the agenda is the need for the EU to allow Northern countries to adopt more growth-oriented budgetary policies to increase aggregate demand. This could help those countries hardest hit by recession to finally exit the crisis and in so doing save the European project.

Social Europe is a key topic in the construction of the EU and its institutions. This volume examines the current state of, and perspectives for, Social Europe, as well as key issues in European social policy, including the posting of workers, the impact of the free market and regulations on social convergence, work automation, digitalisation, taxation and democracy in the workplace. The aim of this volume is to identify a course to be followed in integrating the EU's social policies and point to areas in which co-operation between member states is likely to produce best results. While a Social Europe was previously seen to be a natural consequence of political and economic integration, it is now viewed as a separate area that requires active policies to preserve the European project. The EU's big question today concerns the level at which this policy should be pursued: the volume's contributors outline difficulties with harmonising social policies across the Union, but they nevertheless argue that, owing to the common challenges faced by Europe, the idea of a Social Europe must not be abandoned and requires specific action. The volume consists of 11 chapters written by a variety of expert authors, analysing the idea of a Social Europe and proposing ways in which it could be put into practice.
