Excerpt from Journal of Forestry, 1919, Vol. 17: Official Organ of the Society of American Foresters, Combining the Proceedings of the Society and the Forestry Quarterly During the past five years there has been a cumulative realization of the fact that the low scale of salaries paid by the Forest Service was causing a shortage of competent men on the National Forests.'
