Upon taking possession the Trustees found, as stated, alterations and additions needed. They learned, upon inquiry, that in ear lier storms the same defects had been apparent, and that the Commissioners had endeavored to remedy them by oiling the brick walls. After careful examination and conference with experts in order to find cause, it was clear that some of the mortar was poor, part of the brick-work badly laid, and in some places, under the copings, the bricks were loose.
