Infrastructure resources are the subject of many contentious public policy debates, including what to do about crumbling roads and bridges, whether and how to protect our natural environment, energy policy, even patent law reform, universal health care, network neutrality regulation and the future of the Internet. Each of these involves a battle to control infrastructure resources, to establish the terms and conditions under which the public receives access, and to determine how the infrastructure and various dependent systems evolve over time. Infrastructure: The Social Value of Shared Resources devotes much needed attention to understanding how society benefits from infrastructure resources and how management decisions affect a wide variety of interests. The book links infrastructure, a particular set of resources defined in terms of the manner in which they create value, with commons, a resource management principle by which a resource is shared within a community. The infrastructure commons ideas have broad implications for scholarship and public policy across many fields ranging from traditional infrastructure like roads to environmental economics to intellectual property to Internet policy. Economics has become the methodology of choice for many scholars and policymakers in these areas. The book offers a rigorous economic challenge to the prevailing wisdom, which focuses primarily on problems associated with ensuring adequate supply. The author explores a set of questions that, once asked, seem obvious: what drives the demand side of the equation, and how should demand-side drivers affect public policy? Demand for infrastructure resources involves a range of important considerations that bear on the optimal design of a regime for infrastructure management. The book identifies resource valuation and attendant management problems that recur across many different fields and many different resource types, and it develops a functional economic approach to understanding and analyzing these problems and potential solutions.

Through multiple narratives reflecting the complexity of participatory action research partnerships for social justice, this book sheds light on the dialogic spaces that intentionally support community literacies and rhetorical practices for inquiry and change. Applying literacy as social practice, Larson and Moses tell a story of a unique collaboration between community members and university faculty and students, who together transformed an urban corner store into a cornerstone of the community. Building on the emerging field of community literacies, the book captures the group’s active work on the ground and, on another level, how transformation occurred in the dialogic spaces of the research team as it learned to embrace distributed expertise and multiple identities.

This book is a collection of fictionalised case studies of everyday ethical dilemmas and challenges, encountered in the process of conducting global health research in places where the effects of global, political and economic inequality are particularly evident. It is a training tool to fill the gap between research ethics guidelines, and their implementation 'on the ground'. The case studies, therefore, focus on 'relational' ethics: ethical actions and ideas that emerge through relations with others, rather than in regulations. Most of the world's freshwater resources in the liquid state (i.e. not in glaciers and polar caps) are underground. As the population grows and demand for water rises, reliance on groundwater increases. In many cases the groundwater underlies boundaries, or is part of a hydraulic system that crosses boundaries. In such cases there is always the danger that the 'prisoner's dilemma' will run its course and all parties will compete over who will pump the most water, ultimately destroying the storage potential to the detriment of future generations of all parties reliant on the groundwater. This book explores the options and means for averting this all too realistic scenario by managing these shared groundwater resources. Nowhere is the likelihood of excessive use of groundwater greater than in the water-scarce Middle East, and especially in the Israeli-Palestinian case. Here both sides are heavily reliant on a shared aquifer, the Mountain aquifer. This book is the outcome of a seven-year effort to find ways to manage the Mountain aquifer, perhaps the most important resource shared by Israelis and Palestinians. As part of this cooperative study, four workshops were held in which a selected number of Palestinian, Israeli, and foreign experts were invited. The chapters in this book were originally presented in one of these workshops. To these papers introductory and concluding chapters were added.

The final report forms Part I of the volume, and reviews our knowledge of distributional patterns of commercial invertebrates (conch and lobster), demersal and small and large pelagic fish stocks occurring in the Lesser Antilles subregion of the WECAF Commission area, and on the basis of existing information, places these resources in objective categories from a fisheries management perspective. The main options for management of domestic and foreign fishing are outlined. Part II contains background documents on a variety of topics, including reviews of the existing data base on invertebrates and demersal fish stocks, swordfish and oceanic pelagics. An objective classification of stocks by mode of sharing is presented, foreign fishing activity in the subarea is reviewed, and seasonality and migrations of pelagic fish discussed. An overview of options for shared stock management is also included.
