This report offers an updated review of the various facets and the latest trends and differentials in sex selection in Asia. It includes a set of recommendations to combat gender discrimination and prenatal sex selection at the national and regional level. Education, urbanization and economic development have significantly improved opportunities for Asian women and girls over the last two decades. Yet, this has coincided with a fall in the proportion of girls among children in many countries. The decline, caused to a large extent by an increase in prenatal sex selection in the past 20 years, is leading to an alarming demographic masculinization. This intensifying gender imbalance will have an adverse impact at many levels on men, women and families over the next half century. Prenatal sex selection leads to distorted levels of sex ratios at birth, which today range between 110 and 120 male births per 100 female births in many countries, as against the standard biological level of 104-106. Birth masculinity as measured by the sex ratio at birth reaches levels above 120 or 130 in some specific regions, pointing to the intensity of son preference and gender discrimination there. Meanwhile, postnatal sex selection--measured by excess deaths among female infants and young girls--has not yet disappeared from several countries, reflecting the continuing discrimination against and neglect of female children.

This book provides an in-depth analysis of the influence of public policy on sex selection. Three Asian countries were chosen for the comparative policy analysis, namely South Korea, India and Vietnam that share in common a historical legacy of son preference, high levels of sex imbalances and active policy response to curbing the growing demographic masculinization of their nations. The research based on the data collected from field work in the three countries shows that despite the adoption of very similar anti-sex selection policies the outcomes have been markedly different for each of the three countries. These unexpected diverse outcomes are explained partly by their different historical and cultural contexts, and partly to the different social, political and economic institutions and dynamics. This monograph offers careful and detailed explanations of both within and across country diversities in policy outcomes, pointing to the importance and the limits of cross-national policy learning and adoption, and raising questions about the efficacy of international organizations’ current approaches to global policy and knowledge transfer.

This paper tries to investigate the ultimate socio-economic determinants of the sex ratio at birth in the Indian case. A sex ratio at birth which is biased against female births can result in gender imbalance which in turn can have grave implications for society in the form of social unrest, demand driven increase in prostitution, kidnappings of women etc. Our study of the Indian case reveals that female literacy and share of rural population in total population affect sex ratio at birth, defined as the number of female births per 1000 male births, negatively whereas fertility rate affects it positively. This confirms suspicions voiced by other academicians that mere increase in female literacy might make women more effective agents of discrimination against female births. What is needed is targeted education which makes both men and women more accepting of female births. Poverty and religion were not found to be significant determinants of the sex ratio at birth.

For decades, China's sex ratio at birth (SRB) has risen significantly. This trend was found in different provinces and between different parities. Three direct causes have led to the imbalanced SRB: underreporting of female births, which refers to girls who are alive but are hidden from the census count; high rates of female infanticide, which refers to the killing of female infants shortly after birth; and sex-selective abortion, which refers to the selective abortion of female fetuses. In addition to these immediate causes, China's One-Child Policy and the cultural preference for sons constitute underlying causes for the imbalanced SRB. Distortions in the SRB can have serious social and economic consequences, including the loss of potential population growth, a “marriage squeeze,” precipitated social instability, and an aging workforce. However, China can improve the status quo by taking appropriate measures such as relaxing fertility regulations and preventing sex-selective abortions. Establishing a comprehensive pension system can help address the high SRB in the long run. However, a policy reversing the high SRB may have a negative effect on other demographic factors. China needs to find a way to reverse the SRB without harming other demographic indicators and has to do so soon.
